About this file
This is a Request for Proposal (RFP) issued by the Carroll County Health Department (CCHD) in Maryland for a Strategy Execution and Performance Management Platform. The CCHD seeks a comprehensive software solution to support strategic planning, performance management, and organizational alignment across the department. The platform must facilitate strategy mapping, objective tracking, key performance indicator (KPI) management, reporting and analytics, and cross-departmental collaboration. The RFP requires vendors to demonstrate experience implementing similar platforms in healthcare or government settings and to provide detailed implementation timelines, training plans, and ongoing support capabilities. Specific response requirements include technical specifications, pricing proposals, implementation schedules, and evidence of platform functionality through demonstrations or case studies. The proposal submission deadline and anticipated contract award date are outlined in the RFP timeline, with the contract term typically spanning multiple years to ensure adequate return on investment and system optimization.
The pricing structure should include software licensing costs, implementation and deployment fees, training and change management services, and ongoing technical support and maintenance. CCHD will evaluate proposals based on platform functionality, vendor qualifications, implementation approach, total cost of ownership, and long-term support capabilities. The department may consider previous experience with similar healthcare organizations and government agencies as a significant evaluation factor. Funding for this initiative is sourced through the CCHD budget allocated for technology infrastructure and process improvement initiatives. The successful vendor will be required to provide comprehensive documentation, system integration with existing CCHD infrastructure, and dedicated support throughout the implementation phase and beyond to ensure successful adoption and operational effectiveness.

1. Project
The Calvert County Health Department (CCHD) is requesting proposals from qualified vendors to provide a strategy execution and performance management software platform solution.
2. Goal
The goal of this project is to implement a centralized system that supports organizational planning, performance monitoring, accreditation readiness, quality improvement, and executive reporting while improving efficiency, accountability, and transparency across the department.
3. Background
Currently, strategic planning, Community Health Improvement Plan (CHIP) implementation, Quality Improvement (QI) activities, Performance Management, and accreditation-related documentation are managed through a combination of spreadsheets, documents, and manual reporting processes.
CCHD seeks to implement a software platform solution that will:
● Centralize the Strategic Plan, CHIP, QI Plan, Performance Management Plan, accreditation activities, and future organizational initiatives within a single system.
● Standardize reporting and tracking across departments.
● Reduce reliance on spreadsheets and manual reporting processes.
● Improve accountability through automated workflows, reminders, and progress tracking.
● Support Public Health Accreditation Board (PHAB) accreditation efforts through centralized documentation and performance management capabilities.
● Utilize dashboards and AI-powered insights to provide leadership with a high-level view of performance and progress.
● Show alignment, relatedness, and integration among the various plans.
4. Expectations of the System
