About this file

This is a Project Statement issued by the Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, in partnership with the Department of Natural Resources (DNR) Parks & Recreation, soliciting professional services for the Harley Ensign Boating Access Site Improvement project located at 32995 S River Road, Harrison Township, Michigan 48045. The project addresses multiple infrastructure deficiencies including replacement of 18 launch ramps with approximately 300 planks, remediation of drainage issues and catch basin overflow problems, evaluation of a lift station potentially at end-of-life, optimization of site circulation and parking layout to increase trailer capacity, lighting upgrades, shoreline erosion repair, restroom facility replacement, and entrance kiosk replacement. The scope includes design phases 100 through 700 with five key deliverables: kickoff meeting at the site, 50% design submittal with preliminary cost estimates, 90% design submittal, 100% final design documents with final cost estimates, and front-end final review. A mandatory walk-through inspection is scheduled for September 22, 2026 at 10:00 AM. Proposals are due October 8, 2026 at 2:00 PM and must be submitted electronically through SIGMA VSS. The project goal is to reach 100% plans and specifications by fall 2027. Questions must be submitted via email to Chris Bahjet at BahjetC@michigan.gov no later than September 25, 2026 at 2:00 PM.

The solicitation requires proposers to submit total project costs for all phases as a single bid amount, with technical and cost proposals encouraged to be combined into one attachment not exceeding 25 megabytes. The project will comply with applicable federal regulations administered by EPA, OSHA, and DOT, as well as state requirements from EGLE, DNR, MIOSHA, and Michigan Department of Licensing & Regulatory Affairs (LARA). Construction management specifications must follow either DCSPEC or MICHSPEC standards as determined by DTMB-DCD based on project cost. The selected professional will be responsible for hosting and recording minutes for biweekly construction progress meetings, providing pre-construction meeting support co-hosted by the DTMB Project Director, and delivering project closing documents including as-built plans in both PDF and AutoCAD formats. The DTMB Project Director is Mustafa (Chris) N. Bahjet, with DNR client contact John Terpstra serving as Regional Planner. NIGP codes applicable to this solicitation include 90638, 90646, 90682, 92517, 92519, 92528, 92531, and 92533.

WALK-THROUGH INSPECTION DATE, TIME, AND LOCATION:

32995 S River Road, Harrison Township, MI 48045 10:00 AM September 22nd, 2026

MANDATORY (Check box if Mandatory)

NOTE: An individual is only permitted to represent one bidder at a mandatory walk-through.

PROJECT DESCRIPTION/SERVICES REQUESTED:

DTMB, in partnership with DNR, is seeking proposals to address the following issues at the site:

1. Launch ramps -18 lanes & approx. 300 planks - have steep inclines and irregular surfaces.

2. Drainage issues: the parking lot has uneven pavements & potholes. Catch basins frequently overflow. The lift station located on the east side, between the Macomb County Sheriff Marine Patrol building and the Fisheries building, is functioning but potentially at the end of its service life.

Both buildings are owned by DNR.

3. Circulation and layout, prioritize the best use of the site. Passenger car parking and landscaped areas can be adjusted to maximize trailer parking. Existing capacity is 323 trailers and 51 passenger car spaces.

4. Some trailers using the site exceed the current lane length and width.

5. Parking area is not adequately lighted; the existing A/C-powered light poles are only partially operational.

6. Shoreline erosion is on the far east side of the BAS.

7. The restroom facility has exceeded its service life.

8. The entrance kiosk has passed its service life.

Phases 100 through 700 are expected to be included in the scope of work. However, the number of meetings and deliverables required for phases 100 through 500 does not need to follow the ten-meeting requirement specified in the Billable Rate Contract RFP. For consistency across proposals, the following meetings are proposed. All design meetings may be held via Teams, except when in-person attendance is necessary, such as for the kickoff meeting.

Design Meetings & Deliverables.

1. Kickoff Meeting at site

2. 50% design submittal with preliminary cost estimates.

3. 90% design submittal

4. 100% final design documents with final cost estimates.

5. Front end final review to examine Bid Summary sheet, bidding schedules and review other questions.

Additional comments:

1. To ensure high quality construction and extend the service life of the ramps, the DNR is considering installing the 18 ramps in dry conditions with concrete cast-in place.

2. Investing in soil borings to determine soil strength, compaction requirements and the presence of unstable material may be beneficial for casting the new concrete and preventing future construction issues.

3. Plans must be reviewed by the Michigan Department of Licensing & Regulatory Affairs (LARA).

4. Repair the rip rap on the east & west end of the launch.

Pre-Construction Meeting:

This meeting will be co-hosted by the DTMB Project Director and the selected professional.

Construction Progress Meetings.

Selected professional to host and record meeting minutes for biweekly progress meetings.

Project closing documents. Electronic copies will be required for both DTMB and DNR Warranty information to be labeled & indexed. As Builts to be presented in pdf and AutoCAD.

Construction Management Specification:

DTMB- DCD uses either DCSPEC or MICHSPEC, depending on the project cost. Both front-end documents are posted on the DTMB Design & Construction website. Please avoid using your own construction management specification to prevent conflicts with the required DCD standards.
