About this file

This is Addendum No. 01 to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for the Harley Ensign Boating Access Site improvement project (File Number 751_26404.MNB). The addendum, dated September 28, 2026, provides clarifications and interpretations to the original RFP for professional design services. Key clarifications include confirmation that existing restroom and kiosk facilities operate year-round, direction to conduct soil sampling for subsurface contamination testing as part of Phase 100 R, and identification of the Michigan Department of Environment, Great Lakes and Energy (EGLE) as the storm water management authority requiring joint permitting with the U.S. Army Corps of Engineers (USACE). The proposal due date is October 8, 2026, with Project Director Chris M. Bahjet overseeing the project.

The addendum addresses several scope and budget questions raised by prospective proposers. Storm water detention requirements will be determined by the selected professional during the design phase, with focus on water quality improvements. Existing utility upgrades beyond the current work scope are excluded from the project. Regarding budget, the state has not predetermined a construction cost estimate at this stage and will use the construction cost estimates and design produced by the selected professional to determine required funding. The RFP expects proposers to provide an opinion of the expected project budget based on the defined work scope, with the state evaluating implementation through either one or two construction phases.
