CONSTRUCTION BUDGET

The construction budget for this project is $300,000. Deduct alternates totaling 10% of the construction budget are required to be identified to assure award of contract within available funds.

The project is currently over budget. VA leadership provided direction to proceed with design despite construction budget issues.

HAZARDOUS ABATEMENT

No abatement of hazardous materials is anticipated.

ENVIRONMENTAL

Tank will be removed in accordance with VA specification 02 65 00 Underground Storage Tank Removal and in accordance with state and local rules. The project will be designed with the assumption that the installed tank is not leaking and abatement of the soils will not be required. Sampling is to be performed during tank removal. The

Bid Documents Submission Aleda E. Lutz Medical Center

[3] tank removal specifications outline the steps required if soil contamination is discovered during excavation.

Remediation will be performed, if necessary, in accordance with VA, state, and local requirements.

The design team will provide an update to the existing Spill Prevention, Control and Countermeasure (SPCC) plan and the existing Pollution Incident Prevention Plan (PIPP) to account for the new above-ground storage tank.

These plan updates will occur during the construction period

CIVIL

Location and Survey

Survey of the project area is planed during the schematic design development phase. This will provide verification of geographic marker in the State Plane Coordinate system/USGS, locate buildings, site work, utilities, and infrastructure.

Site Analysis

The project requires removal of one underground tank that currently contain fuel for generators. It will also provide a new above ground tank with screening to supply fuel for the emergency generators.

Civil Narrative

During Design Development the AE will submit narrative for site access, vehicular circulation, physical security standoffs, barriers, parking, emergency access, and items of environmental concern. The tank removal area will be evaluated for potential impact on adjacent utilities and electrical equipment.

Phasing

Phasing will largely be accomplished by providing a temporary fuel tank to serve the generators during demolition of the existing fuel tank and construction of the new fuel tank.

Erosion Control/Storm Water Management

The project will disturb less than 1 acre of area during all construction. Sediment control measures will consist of gravel fille “socks” and inlet protection for existing storm sewers. Temporary vehicle tracking measures will be placed to limit material leaving the site.

During Design Analysis, the AE will conduct a drainage analysis and provide calculations of existing and proposed site conditions to assess potential options for storm water management strategies and Coordinate with the VA.

LANDSCAPE

Landscaping is limited to repairs that match existing conditions.

STRUCTURAL

Screen walls with a concrete foundation will be provided around the new aboveground tank. These screen walls will be reinforced per input from the physical security specialist blast analysis. Foundations will also be provided for the new fuel tank.

ARCHITECTURAL

New Work:

The design intent is to extend the walls north of Building 19 and avoid nearby site electrical equipment. Wall construction for the enclosure is built with either 8” or 12” reinforced concrete masonry units (CMU) and brick.

The brick pattern shall match the coursing of the existing structure in both running bond and soldier. Concrete

Bid Documents Submission Aleda E. Lutz Medical Center

[4] coping shall be place on top of the wall. The height of the walls are 9’-4” to hide the 8’-0” diameter tank behind it.

Within the enclosure, gravel infill shall be added to help with drainage as this structure does not contain a roof. A double door shall be added to the East wall to keep it out of sight from the road and CLC while still providing adequate access.

The two existing wing walls of Building 19 may need to be demolished due to PSRDM requirements and need to be evaluated. Walls will be reinforced to meet requirements of the Physical Security & Resiliency Design Manual (PSRDM) for Utilities for Mission Critical buildings.

As for the appearance from the road and CLC, we are proposing a green screen trellising system that will allow vines and flowers to grow up the height of the wall to the north. Benches or a sitting area across from the CLC atrium and in front of the green wall would be a valid solution to utilize the remaining space of the site. Additional planting around the structure may be an option as well. This will be proposed as a deduct alternate.

See Appendix A for design concept sketches (now superseded by SD drawings)

Code Compliant Design:

All work will conform to the:

NFPA 101 Life Safety Code, National Fire Protection Association NFPA Fire Codes with the exception of NFPA 5000 and NFPA 900, National Fire Protection Association OSHA Standards

PLUMBING

Drainage and fuel systems to be addressed under Civil and Mechanical disciplines.

MECHANICAL

Existing

Tank 5 is an underground storage tank installed in 1991 and is made from a fiberglass material with a capacity of 4000 gallons. The tank is located north of building 19 next a small pad mounted electrical enclosure. The tank serves three generators each with their own day tanks. The tank is monitored by a Veeder-Root system.

Day tank #1 holds 100 gallons and is connected to generator #1. Day tank # 2 has a capacity of 150 gallons and is connected to generator #2. Day tank #3 has an estimated capacity of 100 gallons and is connected to generator #3. All day tanks have gravity overflow return piping back to the storage tank. Each generator has a remote outdoor radiator located to the North of building 19.

Demolition

Tank 5 is to be excavated and removed. All fuel oil and vent piping connected to tank 5 will be removed. All other tank accessories and monitoring systems will be removed. The tank will be removed in accordance with VA specification 02 65 00 UNDERGROUND STORAGE TANK REMOVAL and with local and state rules. This process includes:

Removing and disposal of liquid contents

Removing, cleaning, and disposing of the tank.

Testing and removing contaminated soils

[5]

Backfilling and restoration

A temporary storage tank will be located to the west of building 19 on the unused ambulance access driveway.

The temporary tank will be connected to the three existing day tanks for the duration of demolition and construction.

New Work

A new UL-2085 double wall above ground storage tank will be installed in the area of the demolished underground storage tank. All new supply and return piping will be installed above ground to existing day tanks in Building 19. The tank will be mounted on foundations with concrete surrounding. A masonry screen wall will be constructed around the tank for aesthetics and compliance with the VA Physical Security and Resiliency Design Manual.

The tank and fuel piping will require supplemental heat to prevent gelling of diesel fuel. The tank heating is by a skid mounted pump with electric heater.

A new overflow tank with duplex return pumps will be required for the existing day tanks to replace the gravity overflow system. This is due to the change in elevation of the bulk storage tank relative to the day tank.

New tank level and leak detection systems will be installed. Alarms will be connected to the central BAS system pending confirmation that tie points to the existing are available.
