About this file

This document contains responses to requests for information (RFIs) related to solicitation number 36C25023B0064 for the removal of an underground storage tank (UST) and replacement with an above ground storage tank (AST) at project 655-22-202. The RFI responses indicate that deadmen currently hold down the UST and must be removed before backfilling the excavation. Engineered backfill and compaction testing are required to fill the UST basin. The temporary fuel tank must have a 6,000 gallon capacity for manual dispensing to generator day tanks during construction, as specified by the architectural and engineering firm. The contractor must paint the new AST and associated piping, replace all generator day tanks shown on mechanical drawings, and monitor the temporary fuel tank while allowing government visibility. An alternate site visit date can be arranged by contacting the listed point of contact.

RFI’s and Responses

Project 655-22-202 Removal of UST and Replacement with AST

Solicitation No. 36C25023B0064

1. For demolition, are deadmen currently installed that are holding down the UST? -If yes, do they need to be removed before backfilling?

Yes, there is they are at higher elevation than the ground water table. All existing underground equipment shall be removed.

2. What is the depth to groundwater in the area of the UST?

Use USGS; Groundwater Levels for Michigan for up-to-date monitoring that is something that changes periodically.

3. Backfilling is mentioned, but does it need to be engineered backfill for the UST excavation basin, to include compaction testing?

Yes, this is a PSRDM project that requires density test per lift.

Mean and Methods (Flowable Fill) with chemical admixture have been used for backfilling.

4. How do you want to monitor the temporary tank; connect to existing system, have temporary tank contractor monitor it remotely, or will the government manually monitor it once it is installed?

Contractor is to monitor with VA having the ability to see when needed.

5. Does the contractor need to paint the AST, and the associated piping entering and returning from the building with supply and return stenciling?

Yes

6. The project drawings say, ‘INSTALL A NEW 100 GALLON DAY TANK - SEE MECHANICAL DRAWINGS’, but the project manual doesn’t mention this work. Does the contractor need to replace a 100 gallon day tank, and if so, which one will we be replacing per the drawings?

All day tanks shall be new and piping to generators.

7. “CONTRACTOR SHALL PROVIDE TEMPORARY FUELING STATION WITH

6,000 GALLON CAPACITY FOR MANUAL DISPENSING TO GENERATOR DAY

TANKS DURING CONSTRUCTION.”

Is the 6,000-gallon temporary tank a hard requirement? We believe that a temporary tank with a 4,000-5,000 gallon capacity, when properly monitored, is sufficient enough while doing the work to replace the UST.

Yes, its what the AE firm called out.

8. Can an alternate date/time be set up to view the existing site conditions for the contractors who did not attend the site visit on August 8th? Or is the area viewable to the public and can be viewed at any time?

Please contact POC Demetruis Embry COR II for visit 989-497-2500 Ext: 18268 M-Th Please call FMS for all other dates and Engineering Shall accommodate.
