About this file

This document is a Cost Proposal for an Environmental Services Consultant Contract Pool from Bay West, a customer-focused environmental and industrial solutions company located in St. Paul, Minnesota. The document appears to be an amended attachment detailing standard and emergency response (ER) hourly rates for various technical personnel and equipment resources, specifically for environmental services work.

The cost proposal includes detailed rate schedules for personnel categories ranging from Administrative/Equivalent staff ($60-$80 standard hourly rate) to Senior Project Directors ($160 standard hourly rate), with corresponding non-standard (overtime) and holiday rates. Equipment rates are also comprehensively listed, covering categories like protective gear, marine equipment, field equipment, monitoring tools, and vehicles/trailers. The document indicates that rates are portal-to-portal, including loading, unloading, and equipment decontamination time. Notably, fieldwork performed after 8 hours per day, on Saturdays, or Sundays may be billed at 1.5 times the regular hourly rate, with holiday work potentially billed at 2.0 times the regular rate. The document is dated April 23, 2021, and includes a caveat that fee schedules for additional owned equipment and supplies will be negotiated if the offeror is selected for award.
