About this file
This document is a U.S. Preference form designed to provide guidelines for procurement of products manufactured in the United States, specifically referencing Louisiana Revised Statute (R.S.) 39:1604.7. The form enables vendors to claim a five percent price preference for products manufactured entirely within the United States, provided the items meet specific quality and pricing conditions. To qualify, vendors must certify that their products are manufactured in the U.S., with manufacturing, final assembly, processing, packaging, and testing occurring within U.S. jurisdictions.
The preference applies when the U.S.-manufactured products are equal in quality to alternative products and do not exceed the cost of non-U.S. manufactured items by more than five percent. Vendors claiming this preference must complete the entire form, specifying which line items qualify, the precise U.S. location of manufacture, and provide a signature certifying the manufacturing origin. The form allows bidders to indicate whether they are claiming the U.S. preference by marking "YES" or "NO", with additional documentation required for those selecting the affirmative option. This preference mechanism aims to support domestic manufacturing while maintaining competitive procurement practices.
