About this file
This document is a Louisiana Preference form for state and local procurement, specifically addressing products produced, manufactured, or assembled within Louisiana. The form outlines a preference program that allows procurement officers to purchase Louisiana-made materials, supplies, products, provisions, or equipment when they are equal in quality to other items, with certain conditions: the cost cannot exceed the non-Louisiana items by more than 10%, the vendor must agree to sell at the lowest bid price, and the bidder's workforce must consist of at least 50% Louisiana residents.
The preference applies to various types of production, including assembly, manufacturing, processing, and producing, with specific definitions provided for each term. Bidders can claim this preference by completing the form, indicating whether they meet the workforce requirement, specifying which line items the preference applies to, and providing the location within Louisiana where the products are produced, manufactured, or assembled. The form serves as a mechanism to support and incentivize local Louisiana businesses and workforce by providing a slight competitive advantage in state and local procurement processes.
