About this file
This Pre-Proposal Network Opportunities Submission file lists four companies that have expressed interest in responding to RFP 400-26-84342 for the Hearing Aid Assistance Program of Indiana (HAAPI), administered by the Indiana Department of Administration in collaboration with the Indiana Department of Health and the Center for Deaf and Hard of Hearing Education. The RFP seeks a qualified vendor to manage comprehensive program operations, including relationships with five specified hearing aid manufacturers (Cochlear, Oticon, Oticon Medical, Phonak, and Resound), recruitment and maintenance of licensed audiologists, statewide program promotion, application processing, and hearing aid distribution to eligible participants. The selected vendor will work with an existing network of 79 participating audiologists. Proposals are due November 10, 2025, at 3:00 PM ET, with a pre-proposal conference scheduled for October 8, 2025. The contract term is four years with potential for one additional one-year renewal.
The four pre-proposal submission companies are RADcube (M/WBE), Axon Advisors, LLC (WBE/IVOSB), Diversified Services Network, Inc. (WBE), and Professional Management Enterprises, Inc. (MBE & SDVOSB). The RFP includes set-asides and diversity requirements for Minority & Women's Business Enterprises (MBE/WBE) and Indiana Veteran Owned Small Business (IVOSB) participation, with bonus points available for Indiana business status and diverse business participation. The estimated annual budget is $375,000, with administrative costs capped at 20% of the total budget. In fiscal year 2025, the program processed 265 applications resulting in 241 children receiving hearing aids. Evaluation criteria will focus on management quality, cost-effectiveness, and subcontractor commitments, totaling 103 available points. Vendors must demonstrate extensive experience in pediatric audiology, fund management, and complex program administration, with compliance to state technology and security frameworks, including preference for state-owned cloud tenants in Microsoft Azure or Amazon Web Services.
