About this file

This is a pre-bid meeting notification document for the Regional Transportation District (RTD) in Denver, Colorado, related to the On-Call Bridge Maintenance Services contract (225DO005). The solicitation seeks a comprehensive bridge maintenance contractor to perform cyclic and as-needed maintenance activities across all RTD-owned bridges, adjacent structures, and culverts. Services include vegetation control, general cleaning and power washing, drain maintenance, expansion joint cleaning and sealing, concrete repair, bearing maintenance, sign installation, erosion repair, and utility attachment repairs. The work will be executed on a work order basis across multiple West Corridor Light Rail Transit bridges including LRT-COLFAX, LRT-6TH-INDIANA, LRT-WADSWORTH, and LRT-CML. A non-mandatory pre-bid meeting is scheduled for August 14, 2025 at the northeast corner of West Colfax Avenue and North 6th Avenue. Bid submissions are due September 11, 2025 at 2:00 PM through RTD's online procurement portal, with final contractor selection anticipated by September 18, 2025. The contract term is three years with two optional one-year extensions.

The contract includes a mandatory 15% Small Business Enterprise (SBE) set-aside requirement, and bidders must demonstrate good faith efforts to meet this participation goal to be considered responsive. Contractors must provide bid security equal to 5% of the bid amount and possess a verified five-year track record in bridge maintenance. Work will be performed on a fixed-price basis with payments made according to quantities completed based on contract unit prices. Contractors are required to complete RTD's On Track Safety Training and obtain necessary Right-of-Way Access Permits and Building and Grounds Access Permits. Work must comply with Federal Railroad Administration and Federal Transit Administration regulations and may be performed during nights, weekends, or off-peak hours to minimize service disruptions. The contract involves maintaining critical infrastructure with complex operational considerations, including overhead catenary systems operating at 750 volts DC for light rail and 25,000 volts AC for commuter rail.
