About this file

This is a Questions and Answers document for RFP PR338372 for a Low Temperature Scanning Tunneling Microscope (STM) procurement by the Department of Energy. The document addresses several key modifications to the original RFP requirements.

The submission deadline has been extended by 2 weeks from the original January 8, 2025 date, and the delivery timeline has been lengthened from 12 months to 18 months after receipt of order. Technical specifications include a scan range requirement of at least 1.2x1.2x0.2 microns at 1.7K or below, and the microscope must have a UHV interface for connection with an existing PLD chamber (permanent connection preferred over vacuum suitcase transfer). The Incoterms have been changed from DDP to DAP, and vendors may submit data from previous microscope models to satisfy the requirement for three peer-reviewed literature examples. The specification for the vibration isolation system will be clarified in an upcoming amendment to combine two separate requirements into one cohesive statement.

This message is issued to provide responses to vendor questions on the Sourcing Event RFP

PR338372 Low Temperature STM.

Question:

"Your response to this request is due on or before 12pm EST on January 8, 2025."

• Considering the upcoming holiday season and the amount of information we need to compile; can the submission deadline be extended by 2 weeks?

Answer:

This is acceptable. An amendment to the RFP will be forthcoming.

Question:

“Microscope shall be delivered to ORNL 1 year after receipt of order.”

• Would a delivery time between 18 - 24 months be acceptable or result in a proposal rejection?

Answer:

An 18-month delivery time would be acceptable. An amendment to the RFP will be forthcoming to reflect this change.

Question:

"At least three distinct examples of scanning tunneling microscopy with the referenced microscope in the peer- reviewed literature must be provided as part of the offer."

• Are data from previous models acceptable?

Answer:

Data from previous models is acceptable.

Question:

"Incoterms DDP"

• Would shipping DAP be acceptable?

Answer:

That is acceptable. An amendment to the RFP will be forthcoming to remove the DDP requirement.

Question:

“Low temperature scan range of at least 1.2x1.2x0.2 microns."

• To which temperature does this range requirement refer to: 5K or 1.7K?

Answer:

At 1.7K or below.

Question:

"Passive or active vibration isolation system sufficient to allow."

• There seems to be some information missing. To allow what?

"UHV interface for connection with existing PLD chamber."

• Are you looking for a permanent connection or a transfer via a vacuum suitcase?

Answer:

These items on the Spec should be a single line to state “Passive or active vibration isolation system sufficient to allow for a UHV interface for connection with existing PLD chamber." The

Spec will be updated to reflect that in the upcoming RFP Amendment. A vacuum suitcase solution is not preferred but could be considered. The preference is to at least have an available vacuum port that could be integrated with our PLD system.

All other terms and conditions remain unchanged.
