About this file

This is a bid specification document issued by the State of Alabama Office of Information Technology (OIT) through the Alabama Department of Finance, Division of Procurement to establish contracts for Power Infrastructure Products and Services available to state agencies, political subdivisions, and local government agencies. The contract encompasses a comprehensive range of power management products and services from two original equipment manufacturers: Eaton Corporation and Schneider Electric (including APC products). The scope includes UPS units, power distribution and supplies, core equipment, appliances, surge protection, conditioning equipment, power strips, monitoring and management systems, batteries, serviceable equipment, software, and related parts. The contract explicitly excludes premise distribution systems beyond nominal amounts ($500 maximum), network transport services, connectivity services, and cloud-based solutions. Bidders must submit OEM authorization letters confirming their good standing and certification status as authorized partners and must maintain this certification for the contract's duration. Delivery timelines range from 30 days for orders of 1 to 100 items to 60 days for 101 to 500 items, with larger orders individually negotiated.

Suppliers must bid a single minimum percentage discount off the manufacturer's suggested retail price (MSRP) or published catalog prices for eight defined line items covering data center infrastructure, UPS systems, power distribution equipment, surge protection, network and cable management, environmental monitoring, power management software, and parts and accessories. Bidders may respond for one or both OEMs but must bid on all lines for any single manufacturer to be considered for award. Evaluation will utilize a weighted scoring matrix released at bid opening. Awarded suppliers must provide certified technical support accessible via toll-free telephone or internet during normal business hours (8 a.m. to 5 p.m. Central Time) with response within one hour and on-site support within 24 hours when required. Warranty coverage must pass to end users at no additional cost, and suppliers must maintain current manufacturer catalogs with equivalent or superior substitutes offered for discontinued items. Special project proposals may be requested, requiring comprehensive pricing for engineering, installation, training, deinstallation, and third-party add-ons necessary for project completion. Suppliers must notify the State of all manufacturer buying programs and special offers applicable to the contract.
