About this file
This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office on behalf of the Illinois Department of Public Health (IDPH), Division of Disaster Planning and Readiness. The document authorizes emergency procurement of pharmaceutical destruction and disposal services from vendor Agiliti Health Inc. The services encompass destruction of expired pharmaceutical inventory including Tamiflu (Oseltamivir), Relenza (Zanamivir), TPOXX (Tecovirimat), Epinephrine (Auvi Q), and associated pharmaceuticals maintained within the Strategic National Stockpile and emergency preparedness inventory. Required services include inventory verification, controlled pharmaceutical handling, packaging, labeling, manifesting, chain of custody documentation, transportation coordination, compliant destruction activities, and audit-ready destruction certification documentation. The emergency procurement was necessary to address immediate operational needs related to expired pharmaceutical inventory that has created storage capacity constraints and regulatory compliance risks. The contract was awarded when the state agency communicated to the vendor to start work, with the emergency purchase signed on May 26, 2026.
The total contract expenditure is $24,763.62, representing actual costs charged by the vendor. Funding is provided through State Appropriated Funds. The IDPH determined that emergency procurement procedures under 30 ILCS 500/20-30 were necessary due to the urgent operational need to remove expired pharmaceutical inventory and maintain warehouse readiness for incoming replacement pharmaceutical inventory expected on or around June 15, 2026. The Department evaluated available vendors capable of performing regulated pharmaceutical disposal services within the required timeframe and determined that Agiliti Health Inc possessed the necessary experience in healthcare and medical inventory management with ability to provide immediate service availability and compliant disposal operations. The agency conducted a search for certified Business Enterprise Program vendors capable of providing the required services within the necessary operational timeframe but identified no certified BEP vendor meeting the immediate operational and compliance requirements. No active State contract was available for the required services.
