STATEMENT OF WORK

1. Introduction

The United States General Services Administration (GSA) seeks to establish an effective single-stream recycling, off-site composting program, and waste hauling service for the five (5) federal buildings located in Boston, Massachusetts: the John F. Kennedy Federal Building, the John W. McCormack Federal Courthouse and Post Office, the Joseph J. Moakley Federal Courthouse, the Thomas P. O’Neill Jr. Federal Building and the J.F. Williams Coast Guard Building (see Exhibit 1).

The GSA has been mandated by presidential Executive Order 13693 to achieve and maintain an overall waste diversion rate of at least 50%. The GSA requires that all buildings throughout the region recycle all building generated wastes to the highest degree achievable using current technology and disposal methods. In addition, GSA will compost, to the greatest extent possible, yard waste and organic waste generated by the building operations. The intent of this Contract is to require the contractor to provide single-stream recycling, off-site composting and waste hauling services.

The Acquisition Management Division (1PQB) alongside the Facilities Management and Services Programs Division (FMSP) located in Region 1 of the GSA is contracting to continue and improve upon the single-stream recycling, off-site composting program and waste hauling services to meet agency-wide sustainability goals. This will be a commercial item service award to a qualified contractor by the US Government. Award under this contract does not grant the successful bidder rights to all recyclable materials generated in the awarded service area. Some recyclable materials such as e-waste are currently diverted by other Government programs.

2. Objectives and Scope

The Contractor must provide single-stream recycling, offsite composting, and waste hauling services for the designated Federal Buildings in the state of Massachusetts to include the following:

1. Trash hauling of all building waste disposed of in containers located at or in the designated federal buildings. Such refuse or trash shall be disposed of in a state certified landfill.

2. Pick-up of recyclable materials generated at or in the designated federal buildings.

3. Pick-up of compostable wastes and transportation to off-site composting location generated in the designated federal buildings.

4. Provide monthly report detailing breakdown of all material hauled in accordance with reporting requirements (See Paragraph 7. Reporting Requirements)

The Contractor shall reduce the facilities’ waste disposal costs by recycling non-hazardous wastes and helping the facilities achieve waste diversion goals from recycling by finding new markets for unused or scrap paper products, metal, glass, plastic (1-7), paper, aluminum and other industrial refuse. The Contractor may propose at any time during the life of the contract a change in specifications in order to assist the facilities in applying innovative technologies to making recycling programs easy and cost effective. The Government’s intent is to increase current recycling efforts and develop a recycling program with “sustainability” as its end goal. Reduce the environmental impacts of work performed under this contract by using, to the maximum extent, environmentally sound practices, processes, and products.

3. Materials To Be Hauled

3.1. Recyclables

3.1.1. Commingled Recyclables

For the purposes of this contract commingled recyclable materials are to include but not be limited to: commercial office mix paper; clean used paper, metal, and glass food and beverage containers; all plastic materials numbered with recycling codes 1-7, and cardboard.

3.1.2. Other Recyclable Material

Other such material deemed commercially recyclable, including but not limited to, scrap metal, bound books, cardboard shipping cartons, recyclable container materials, Styrofoam, binders and wooden shipping pallets.

3.2. Compostables

The Contractor is required to compost to the greatest extent possible all organic waste and non-food compostable materials generated by the Government’s operations. The Contractor shall not compost material on-site unless authorized by the COTR. All compost material shall be collected and removed to a location designated by the COTR. Compostable material shall be removed to an authorized composting location where organic materials from plant and animal matter are being decomposed largely through aerobic or anaerobic decomposition.

The Contractor’s plan shall include recommendations that will inform the Government of opportunities to increase diversion by composting of organic wastes and non-food compostable materials.

For the purposes of this contract organic wastes are to include yard debris and food waste. Coordination and training of the building’s landscaping service will be necessary to prevent contamination of yard waste with other materials such as plastic and inorganic materials.

For the purposes of this contract non-food compostable materials are to include, but not be limited to: paper towels, designated compostable plates, cups, bowls, cutlery, to-go containers, and napkins. Non-food compostable materials are not to be used as livestock feed. If both organic wastes and non-food compostable materials are commingled at a given location the compostable material must not be used as livestock feed and may only be utilized as fertilizing material.

3.3. Trash

The Contractor is to haul non-recyclable solid waste materials to a designated state licensed landfill and dispose of all materials in accordance with all local, state and federal regulations. For the purposes of this Contract solid waste materials designated as trash are to include waste materials generated by the buildings listed in Exhibit 1 for which there is no industry or infrastructure in place for the recycling of such. The contractor is to seek out recyclable markets for materials designated as trash in an effort to reduce the amount of materials contributed to landfills.

3.4 Open Container

Open Top Containers shall be used to dispose of Bulky Waste generated at the facility during normal operations which are not permissible for disposal in the Municipal Solid Waste (MSW) compactor or single stream recycle containers. Bulky Waste includes items of unusually large size including but not limited to furniture, Pallets, and carpets.

Waste from Open Top Containers shall be separated, managed and recycled according to their highest end-use and marketability at a suitable C&D waste facility and comply with 310.CMR 19.000. The hauler shall notify the COR if banned material is found in the waste stream. Reporting for Open Top Containers shall be comply with requirements of Paragraph 7 of this SOW.

Additionally limited Construction and Debris (C&D) Waste generated as part of building operations and repairs as defined by 310 CMR 19.006: " “Construction and Demolition Waste means the waste building materials and rubble resulting from the construction, remodeling, repair or demolition of buildings, pavements, roads or other structures.

Construction and demolition waste includes but is not limited to, concrete, bricks, lumber, masonry, road paving materials, rebar and plaster.”

C&D Wastes may include but are not limited to plastics, electrical wiring, timber, tins, packaging and other wastes associated with building repair and operations.

Exclusions:

White Goods, Single Stream Recyclables, Landscaping & Green Wastes.

3.5. Waste To Energy

The Contractor is required to utilize Waste to Energy (WTE) facilities for the disposal of non-recyclable solid waste materials to the greatest extent possible and in accordance with all local, state and federal regulations. For the purpose of this contract the following terms and definitions apply:

Energy Recovery: The conversion of waste materials into usable heat, electricity, or fuel through a variety of processes, including combustion, gasification, pyrolization, anaerobic digestion, and landfill gas (LFG) recovery.

This process is often called waste-to-energy (WTE).

Waste converted to energy recovery: The conversion of waste material into usable heat, electricity, or fuel through processes such as waste-to-energy and anaerobic digestion. This does not include incineration.

Incineration: A waste treatment process involving the combustion of organic substances contained in waste materials without energy recovery. Incineration does not count as waste converted to energy recovery.

Materials disposed of though WTE processes will be reported by volume separately from other wastes in the monthly report.

4. Containers and Equipment

4.1. Contractor Furnished Equipment

The Contractor will provide the necessary containers and equipment for the consolidation and storage of trash, recyclable materials, and compost prior to pick up. Exhibit 1, Column (E), lists the number and types of bulk containers currently in place at each service location. Current containers include covered and uncovered carts of different sizes, materials, and shapes. For both Government and contractor safety, boxed paper material loaded on pallets will be banded or shrink-wrapped to prevent falling off the pallet. The Offeror may propose different more efficient methods, containers, and equipment for storing and transporting trash, recyclables and/or compost for each location. The COTR, in consultation with local building management will approve containers and equipment prior to their placement.

As needed, when not available at the specific Government Site, the Contractor will provide the equipment necessary to provide actual weights for recyclables, trash, and compost that is generated per building. The Contractor will provide an electronic ticketing device to evidence weights of trash and recyclables and landfill disposal for each facility identified in this Contract. The Contractor will provide a means to determine actual weights at the point of pickup, which may include addition of a scale where there is sufficient room in the loading dock space.
