Sole Source Justification Summary
This is a Sole Source Justification Form (Bulletin Reference 27-444DHS-MIS44-B-51862) submitted by the Illinois Department of Human Services, Bureau of Pharmacy and Clinical Support, for the procurement of RxWorks Software and Support from ARxIUM, Inc. The justification authorizes a new sole source contract based on equipment compatibility and the proprietary nature of the software system. All required approvals have been obtained, including signatures from the requesting department representative (Justin Weigler), the agency bureau head (Pamela Enno), the State Purchasing Officer (Shea Firebaugh), and the Chief Procurement Officer (Ellen H. Daley), with final authorization granted on May 13, 2026.
The contract covers RxWorks Pro Software with Maintenance and Support for the RxWorks drug inventory system utilized across 14 State Operated mental health and developmental center pharmacies. The estimated contract value is $154,063.23 for the initial term running from July 1, 2026, through June 30, 2027. The pricing includes annual license fees and software support for the core system ($60,615.00), additional location licensing ($75,566.81 for 11 additional sites), the In Transit Module ($1,717.42), and RxWorks Pro Core EDI annual transaction fees ($16,164.00). The contract is funded through State Appropriate Funds. The sole source justification is based on the proprietary nature of the software and its essential role in managing pharmaceutical inventory. IDHS has purchased this system continuously since 2015, with eight prior contracts documented, escalating in value from $61,036.85 to $139,549.99 as the system expanded.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
The Illinois Department of Human Services (IDHS) has a need for continued licensing and support of the RxWorks software. This software is proprietary and is the pharmacy drug inventory system at IDHS Mental Health and Developmental Centers pharmacies. This software is necessary to process all inventory management items, order, and receipts of drugs and pharmaceuticals. Because it is proprietary, RxWorks Pro Software with Maintenance and Support for RxWorks drug inventory system must be purchased from ARxIUM, Inc.
2. Provide a list and describe in detail the specifications required to satisfy the need:
RX Works Licensing and Software Support - This SS contract is needed to ensure the licensing and latest software updates and any issues discovered get addressed and corrected, any performance issues that keep the system from running to the highest level get resolved. Electronic Data Interface (EDI) charges - Electronic Data Interface (EDI) charges are also included that allow the vendor to update the drug product catalog and electronic invoice pricing updates that occur throughout the Fiscal Year. These catalog and invoice pricing updates are needed to ensure the State is currently reporting all drug inventory pricing correctly.
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
This inventory system was purchased by DHS in 2015 for the inventorying of drugs and medication for 14 State Operated pharmacies.
This system has to be updated and maintained by ARxIUM as the software the system uses is proprietary software and can't be updated or maintained by any other company.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
This service is unique due to the fact that ARxIUM owns RxWorks and is the only vendor that can sell the license and perform any service, support, upgrades, etc.. Without the RxWorks License, IDHS would not be able to update the proprietary software that is necessary to operate the drug and pharmaceutical inventory system (RxWorks). Therefore the IDHS Pharmacies would not be able to continue to operate the inventory system in place. If the system were not available, IDHS would not be able to comply with inventory management policies of the State of Illinois and also would not have the ability to order and receive drugs and pharmaceuticals.

Requesting Agency/University Illinois Department of Human Services
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
No alternatives were evaluated due to the fact that there is no off the shelf system that will fulfill DHS' needs without severe modifications as DHS has more strict policies on the handling of medications than the private sector.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
Price was negotiated this year and the vendor agreed to only a slight cost increase from FY26 total. This is in line with the rising rate of inflation. We have also estimated the number of electronic data transactions so that they will be covered under the procurement and not result in a separate procurement later in FY27.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
The RX Works inventory system was purchased in 2014 and implemented in 2015 to all State Operated facility MH and DD pharmacies.
This system had to be heavily modified to conform to DHS needs. This system is proprietary software and the entire inventory system would have to be replaced at a cost of roughly $5 million dollars or more. This was estimated based on original costs of the system and inflation from time of purchase and implementation. There is no way to gather a full replacement cost. DHS would also not have a drug inventory system in place and could not track roughly $6 million dollars worth of drugs annually creating numerous audit findings for the State of Illinois.
10. Is there any additional information you would like to add to justify this sole source?
