About this file
This Addendum #1 document, issued by the New York State Office of Mental Health (OMH), amends IFB 26-066 for commissary items to be supplied to the Secure Treatment and Rehabilitation Center-Oakview (STARC-Oakview) located at Central New York Psychiatric Center in Marcy, New York. The solicitation encompasses approximately 171 different commissary products, with estimated annual quantities ranging from 10 units for greeting cards to 8,200 units for specific food items, to support a population of 300-310 individuals. The original proposal submission deadline of September 10, 2026 at 3:00 PM ET has been extended to September 11, 2026 at 3:00 PM ET. Questions from potential bidders were due August 26, 2026 at 3:00 PM ET, with responses posted September 2, 2026 and subsequently updated to September 4, 2026. The anticipated contract start date remains October 1, 2026, subject to Office of the State Comptroller approval, with a contract term of five years. All proposals must include an original signature on the Addendum and be attached as part of the submission package.
The Addendum clarifies several key requirements through a Questions and Answers section: vendors must use the specific Attachment K staffing form included in the original IFB without substitution; Appendix X is for reference only and need not be submitted; no additional items outside the bid quote sheet are permitted; one product substitution (WHITE RAIN LOTION ALOE 12 OZ for DIAL THERAPY LOTION 12 OZ) was approved while another (SEVILLA REFRIED BEANS for KIDNEY BEANS) was denied; and Service-Disabled Veteran-Owned Business (SDVOB) vendors may participate as suppliers or subcontractors while also meeting Minority Business Enterprise and Women-Owned Business Enterprise utilization goals of 16% and 14%, respectively, with a 6% SDVOB participation goal. Average weekly orders are anticipated at $8,000 with potential monthly orders reaching $25,000. Pricing for the first contract year is fixed, with adjustments in years two through five limited to the lesser of 3% or the actual Finished Consumer Food Index increase. All pricing shall be quoted net F.O.B. with tailgate delivery and no minimum order requirement.

# Section Question Answer
Attachment K of the IFB does not contain all categories required for vendors to detail staffing. Will vendors be able to utilize the most recent form provided on ny.gov’s website in lieu of the form included in the IFB?
No, please use the Attachment K included in document IFB 26-066.
Please confirm that Appendix X is for reference only and not to be filled out and submitted with the rest of the bid.
Appendix X- Amendment is provided for informational and reference purposes only and does not need to be completed or submitted with the bid proposal.
Will vendors be allowed to propose additional items outside of those listed in the Bid Quote Sheet?

Since the solicitation requires the prime contractor to supply all listed commissary items and includes an SDVOB participation goal, I would like to ask whether a company may participate in this procurement as an SDVOB supplier or subcontractor to the successful prime contractor for the applicable coffee products?
Yes, a vendor may participate as an SDVOB supplier and/or subcontractor. We encourage all vendors to meet both the MWBE and SDVOB goals wherever possible.
SDVOB vendors are expected to also meet the MWBE utilization and vice versa.
