About this file
This is a Questions and Answers document issued by the New York State Office of Mental Health (OMH) regarding Invitation for Bid (IFB) 26-006 for commissary items to be supplied to the Secure Treatment and Rehabilitation Center-Oakview (STARC-Oakview) located at Central New York Psychiatric Center in Marcy, New York. The solicitation seeks vendors to provide commissary items for the facility. Questions regarding the solicitation were due by 3:00 PM ET on Friday, July 17, 2026, with responses distributed to potential bidders on Friday, July 24, 2026. Bids are due no later than 3:00 PM ET on Friday, July 31, 2026, with no late submissions accepted. The New York State Procurement Lobbying Act applies to this solicitation, with restricted communication periods beginning upon publication in the New York State Contract Reporter and ending upon approval by the New York State Office of the State Comptroller.
The method of award is based on the lowest total price for the bid catalogue with no special considerations given to product origin or vendor status. Specialty food manufacturers may participate as approved suppliers or subcontractors; however, all subcontracting must be initiated and managed directly through the awarded Prime Contractor. The contracting goals include a 6.00% Service-Disabled Veteran-Owned Business (SDVOB) goal, 16.00% Minority Business Enterprise (MBE) goal, and 14.00% Women Business Enterprise (WBE) goal. No business enterprises have been awarded an identical or substantially similar procurement contract within the past five years. The OMH does not maintain a specific vendor list for specialty food products, and New York-produced items from certified MWBE businesses will not receive special consideration under this procurement.
