About this file
This document is a Single Source Justification (SSJ) for a Department of Veterans Affairs procurement of specialized HVAC filters for the Lee County VA Medical Center. The VA requires 66 Original Equipment Manufacturer (OEM) CV8-3824, 120 CV8-4324, 192 CV8-3424, 48 CV8-2624, 60 CV8-3024, and 64 CV8-4824 V-8 Media filters in various sizes, which are specific to the Dynamic Air Quality Solutions HVAC system. The filters are unique, with patent-protected construction, and are specifically cut to fit the existing HVAC systems, making them non-interchangeable with alternative products.
Market research was conducted using federal procurement databases and a Sources Sought notice, which revealed no alternative suppliers capable of meeting the requirement. The VA contacted Dynamic Air Quality Solutions directly to verify filter availability and potential distribution channels. The procurement is being conducted under FAR 13.106-1 for a single source award under the Simplified Acquisition Threshold (SAT) of $250,000. The solicitation is a pre-solicitation notice with a response deadline of 4:00 PM EST on March 24, 2025, for potential alternative sources, though the government retains discretion to proceed with the intended sole source procurement.
