About this file
This document is a Justification for Single Source Award for the Department of Veterans Affairs, specifically for the Manchester VA Medical Center. The procurement is for a firm fixed price base plus two-option-year service agreement for an Olympus SOLTIVE SuperPulsed Laser System used in Lithotripsy procedures, with a total estimated value of $52,499.88. The service agreement will cover Corrective Maintenance, Planned Maintenance, and Software Maintenance.
The justification for sole sourcing is based on Olympus's policy of not recommending, supporting, or authorizing third-party repair organizations, and their concern that non-Olympus parts could compromise the instrument's functional characteristics. Market research conducted in FPDS and ADDS UP confirmed that previous contract actions for similar equipment were awarded solely to Olympus America. A search in the SBA DSBS with NAICS code 811210 yielded two small businesses, neither of which could meet the specific requirements, further supporting the sole source determination.
