About this file
This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) for the Department of Veterans Affairs Rocky Mountain Regional VA Medical Center. The document justifies a sole-source procurement of Ottobock WalkOn Orthotics for the prosthetics department, with an estimated contract value of $69,463.92. The justification highlights the unique characteristics of Ottobock's carbon fiber ankle-foot orthoses (AFOs), including superior durability (expected to last three years compared to 12-18 months for other brands), proprietary carbon material construction, and integrated strap/pad features.
Market research was conducted by the partner and the contract specialist, involving searches through Vendor Information Pages, Federal Procurement Data System, GSA Advantage, and the Small Business Administration. Three small businesses responded, all confirming that only Ottobock could provide the exact sizes and quantities required. The procurement is being conducted under the authority of 38 USC 8123, which allows the VA Secretary flexibility in procuring prosthetic appliances. The document is signed by James D. Lewis, Acquisition Utilization Specialist, and Jesse San Nicolas, Contracting Officer, with an effective date of 11/15/2024.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Rocky Mountain Regional VA Medical Center (RMR) requires a new firm-fixed price contract for different sizes of Ottobock WalkOn Orthotics for patient use in the prosthetics department.
The estimated value of the proposed action is: $69,463.92.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Ottobock line of carbon fiber ankle-foot orthoses (AFOs) allow clinicians to manage and accommodate patients' coronal plane (side to side) conditions by offering medial or lateral struts on the calf that attach to the footplate. Managing the sagittal plane (straight ahead) of motion is the primary function of these devices. The Ottobock line of AFOs have proven to be more durable over years. The facility’s expectation is that the Ottobock AFOs will last three (3) years for most patients. The other brands usually break between 12 and 18 months. This puts the patient at greater risk and leads to higher VA costs. The functional aspect of the Ottobock AFO is entirely a proprietary carbon material. Most other brands use a plastic anterior shell or a carboplast material, which has not proven to be as durable or comfortable for the patient. Ottobock also includes the strap/pad with the AFO. Other companies like Allard or Ossur require the padding kit to be purchased separately. This sometimes leads to confusion and the wrong item being ordered. 4. Description of market research conducted and results or statement why it was not conducted:
The partner conducted market research and determined that the items requested could be purchased from the original equipment manufacturer, a large business. These orthotics are unique and are only made by Ottobock; other manufacturers do not have the same items. The contract specialist later conducted market research by searching Vendor Information Pages (VIP), the Federal Procurement Data System (FPDS), GSA Advantage, the Small Business Administration (SBA), and a sources sought notice was posted on contract opportunities. This market research returned 3 responses from small businesses. All 3 could only provide the items from one manufacturer, Ottobock, and stated only Ottobock could offer the exact sizes and quantities requested.
