About this file

This Addendum 1 document issued by the Pennsylvania Department of Transportation clarifies and amends the original Invitation for Bids (IFB #6100066013) for Hamburg Center Grounds Maintenance services at 3560 Old Route 22 in Windsor Township, Berks County, Pennsylvania. The solicitation encompasses comprehensive grounds maintenance of approximately 7.5 acres, including mowing of designated areas from mid-April through October 31st, weekly maintenance of driveways and roadways, monthly cemetery maintenance, debris removal up to 25 feet, and seasonal cleanups by May 15th (spring) and November 15th (fall). Snow removal services are required when accumulation reaches 0.5 inches or more, including plowing, salting of main entry driveways, and clearing of walkways and parking areas. Bids are due electronically through the PA Supplier Portal by May 15, 2026, at 2:00 P.M. EST, with a public bid opening via Microsoft Teams. A pre-bid conference was held virtually on May 7, 2026, at 9:30 A.M. EST, and written questions were due by May 11, 2026, at 11:00 A.M. EST. Site visits are available by appointment only and are not mandatory. The contract term is two years from the purchase order validity start date, with three optional one-year renewal periods subject to Federal CPI adjustments and mutual consent.

Addendum 1 makes two substantive changes to the original Statement of Work: it removes the sentence stating that mulch placement is included in one pay item, and it updates Exhibit A with detailed information. Regarding vendor inquiries addressed in the addendum, site visits are not mandatory, and payment terms are Net 30 via Automated Clearing House (ACH). The contractor must provide all equipment, materials, lubricants, and personnel, including one skilled foreman, while the Commonwealth provides de-icing salt only. Bidders must submit the Worker Protection and Investment Certification Form (BOP 22-01), Domestic Workforce Utilization Certification Form, and Certificate of Insurance demonstrating $250,000 per person and $1,000,000 per occurrence coverage. This procurement is restricted to certified Small Businesses through Pennsylvania's Small Business Procurement Initiative (SBPI); bidders must be certified as a Small Business with the Department of General Services at the time of bid opening. The contract is established price in nature with award to the lowest responsive and responsible bidder, and the contractor must comply with Pennsylvania's labor and workforce safety laws, including a minimum wage requirement of $15.00 per hour with annual cost-of-living adjustments.
