The following FAR provisions and clauses apply to this acquisition and are incorporated by reference:
1. FAR 52.204-7 System for Award Management (Jul 2013)
2. FAR 52.204-13 System for Award Management Maintenance (Jul 2013)
3. FAR 52.212-1, “Instructions to Offerors–Commercial Items” (Oct 2015)
4. FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The Offeror’s proposal will be evaluated based upon the degree that it addresses the technical requirements of the scope of work, whether pricing is representative of the market and therefore fair and reasonable, and whether it represents the best value to the Government. In the process of determining which source would provide the best value to the agency, OPIC will consider these factors: Technical Capability, Past Performance and Price. Technical
Capability and Past Performance are of equal importance.
The Offeror’s proposal shall be reviewed with the expectation that it reflects the following and will be used as evaluation criteria for this procurement:
1. Technical Capability – In evaluation of the technical proposal, the following factors will be of equal importance:
-Concept of Operations/Understanding of requirement will be evaluated to assess the Offeror’s approach to effectively planning and providing the services described in the Statement of Work (Attachment B)
-Personnel will be evaluated to assess the Offeror’s demonstrated personnel experience, knowledge, skills, abilities, training and education, and personnel management practices; including, but not limited to general qualifications for supervisory personnel assigned to the resulting contract, specific individuals proposed for assignment to the resulting contract, and proposed corporate project management personnel responsible for
Offeror’s work performance.
-Quality Management will be evaluated to assess the Offeror’s approach to assuring the quality of the services provided and achievement of the performance standards.
-Management Approach, which includes (a) the offeror's demonstrated depth of understanding of the various tasks/functions outlined in this Statement of Work and (b) the offeror's proposed management approach to fulfilling the requirements of this Statement of Work (Attachment B) that reflects sound internal controls and best business practices;

2. Past Performance will be evaluated to assess the offeror’s performance under existing and prior contracts for similar services; including, but not limited to: quality of services provided, timeliness of performance, knowledge level of workers, supervision during performance, worker dependability, and customer service.
3. Price will be evaluated using the total pricing proposed for each contract year including options. The proposed price including options will be evaluated for price reasonableness.
Technical and past performance, when combined, are slightly more important than price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of Provision)
