QuestionResponse
What is the radius (assuming they are round) of the storm sewer?A map will be furnished with known length and sizes, see FY 20-0050 Attachment 3b. Debris Removal - Stormdrains v1.2.pdf
Is the term "inlet" being used to describe manholes?"Inlets" as used in the solicitation includes curb inlets, manholes, area drains, and vault structures.
Will hydrants and water needed for flushing sewer be provided at no charge?Any and all nearby hydrants and water will be usable at no charge to accomplish flushing, such as directly from hydrants via hoses or to fill trucks. Metering is not necessary.
Who is responsible for grass/lawn damages (and repairs) created by stacking sandbags, removal damages caused by loading equipment and trucks?Debris removal damage to grass/lawn is expected and the contractor will be held harmless for these damages. As noted in the solicitation, re-seeding areas damaged by debris removal is not included in the contract. Usage of mats for equipment access over unstable soil is acceptable.

However, damage caused during storm drain cleaning must be remedied by the contractor. Nearly all stormdrain structures and lines are accessible from paved surfaces, and any minimal off-pavement work must be done with caution.

Are disposal costs a pass through or is this a lump sum bid? This is a lump-sum quote. A firm-fixed price contract will be the result of this solicitation.
During our walk through on Sept 8th 2020, you showed us the three areas and said you were going to clarify the debris, can you please do this for us?Reference the PWS and supplied maps for clarifications on debris. Note: Maps are provided as attachments on the same link as the COMBO solicitation, the PWS, etc. They are not attached directly to the PWS.
On the plans I see there are a lot of storm drains you have to clear debris for the job but during our visit you did not show us any of these. What are you wanting to do with these, clean out the washed in trash or do you want us to excavate all the silt throughout the drains?Unfortunately the degrading weather interfered with this portion. Clean out washed in trash and excavate, pump, or flush out silt throughout the storm drains, in accordance with the PWS.
In the areas where we remove the sandbags and boxes are you wanting us to seed the grass areas?Debris removal damage to grass/lawn is expected and the contractor will be held harmless for these damages.

During our visit we had to wait for an hour and a half to get clearance to enter the site, what is a typical wait period to enter the site with our equipment trailers, semis, and different personal driving each day.Along with the exit process. Are we allowed to leave our equipment on site overnight?Access to the base and base security is controlled by Security Forces Squadron (SFS). The contractor is required to follow their processes for bringing on personnel, vehicles, and equipment. Once the contractor’s personnel are badged, personnel access to the base should be more timely. As for the special equipment, SFS has one mandated gate for entry and inspection. The COR will work with the contractor for staging areas at or near the debris removal site so that the contractor is not having to remove their equipment at the end of each day and then return through the mandated gate where SFS inspects the equipment.
Do they have a hydrant or a list of hydrants that we can use to fill up our trucks with water?Any and all nearby hydrants and water will be usable at no charge to accomplish flushing, such as directly from hydrants via hoses or to fill trucks. Metering is not necessary.
What do they want us to do with the material that we pull out of the sewer?Material vacuumed or excavated from storm drain system must be disposed of off base. It's understood by the Government that flushing and rinsing activities will carry some debris to surface retention areas. This accumulation of debris shall be removed prior to completion of the contract.
The scope references a map, but I am not seeing any maps. Do you have one of the storm drains needing cleaned?Debris Removal - Stormdrains Map v1.2.pdf. Note: Maps are provided as attachments on the same link as the COMBO solicitation, the PWS, etc. They are not attached directly to the PWS.

Plastic traffic barriers are to be collected and staged at a location on the south side of base, designated by Security Forces, not disposed as previously stated in the PWS.

When is the anticipated start date? The Government anticipates awarding this contract before 30 September. It is expected that the contractor begins planning execution no later than 30 September
Are the areas circled in red on the map of debris the only locations that we will be responsible to clean up or does it include the misc. debris, dumpster fences, shed, spools, barriers and pallets commented on the map?All items, both circled and individually noted, on the map indicate areas and debris that will be the responsibility of the contractor to remove.
Is the subcontractor required to remove and replace the fences in order to get to the debris locations?Yes, portions of the base perimeter fence will need to be opened for access to off-base debris. See the PWS, Section 1.4D
Are dumpsters supplied to the subcontractor? No, dumpsters will not be supplied. See PWS, Section 1.4D for information on dumpsters.
Is the contractor responsible to supply the permit to have access to the railroad property to get the debris cleaned up if needed?Yes, as it is off-base and Offutt AFB has no jurisdiction in that area. It should be noted that the lines that have debris near them are no longer in service, which drastically simplifies the permitting/permission process.
Will the subcontractor have access to the hydrants if needed to be used for the storm drains?Any and all nearby hydrants and water will be usable at no charge to accomplish flushing, such as directly from hydrants via hoses or to fill trucks. Metering is not necessary.
Our assumption is that all material removed will be classified as non haz waste. Can we confirm if classified as haz or non haz for disposal costs in our proposal. It's presumed by 55 CES that all items are non-hazardous waste. During flood recovery efforts, no hazardous waste items were discovered or noted. If the contractor discovers an item that they believe to be hazardous, immediately contact the contracting officer representative.
Do you have locations in close proximity of the afb and contact information for non haz debris removal and sand/dirt removal for this project? It is the responsibility of the contractor to identify such locations
Who will be responsible for boxes/containers required for the projectIt is the responsibility of the contractor to provide any boxes or containers they need to accomplish the PWS
Who will be providing the bill of ladings for material/debris transportation going to the disposal facility? It is the responsibility of the contractor to provide any Bills of Lading necessary to transport the debris off the Base.
Has waste characterizations been completed for disposal for the sand/silt, mud removed. Who has this responsibility for waste disposal characterizations? It is the responsibility of the contractor to characterize waste for disposal purposes.
Who will be providing waste manifests for transportation to the disposal facility? It is the responsibility of the contractor to provide any waste manifests necessary to trasnport the debris off the Base.
Will cleaning of the outer ditches seen during the jobsite visit be required to remove mud-if required, we will need total estimated length of ditches to add in our proposal? No dredging of ditches is required, however it's understood by the Government that flushing and rinsing activities will carry some debris to surface retention areas. This accumulation of debris shall be removed prior to completion of the contract.
Are there fire water connections available on the afb -will there be a charge for use for cleaning of the underground lines with our sewer cleaning trucks and water tanks. What is the water gpm?Any and all nearby hydrants and water will be usable at no charge to accomplish flushing, such as directly from hydrants via hoses or to fill trucks. Metering is not necessary. The GPM is variable depending on the hydrant location but is typical for residential areas.
As most of areas seen during the brief jobsite visit were grassy areas, matting may be required for equipment access and to prevent damage to the ground areas-is this permissible?Debris removal damage to grass/lawn is expected and the contractor will be held harmless for these damages.

Our plan is to dewater the solids in an effort to minimize the # of boxes required for this project and have the clean water put back into the piping. If this is not permissible- will the water be required to taken offsite for disposal or disposed of onsite?Dewatering within the storm drainage system and discharging it on base is acceptable. Discharging must be done in a stormdrain manhole or inlet near surface retention areas. This is to minimize erosion damage from directly discharging into a surface retention area.
Will video inspection of the underground piping be required to confirm cleanliness of the piping? No, a comprehensive video inspection is not included in the contract. Representative sample photography, including before and after cleaning actions, will be desired. Visual observations by the Government of unimpeded, clear-water flows may also be utilized to confirm cleanliness.
What is availability of snow removal equipment is available onsite if required or do we include in our proposal?Snow removal equipment will not be provided and is not necessary for performance of the PWS tasks. Also, there will not be a Winter Exclusion. Instead, the contractor shall keep a record to track all delays due to weather so that the period of performance can be extended as necessary.
Are there available indoor equipment storage areas for overnight usage to prevent anticipated freezing of equipment if this project is conducted during winter months?Negative, no indoor equipment storage areas, provided by the government, are available.
As we were not able to access the line cleaning area of the project during the site visit, do you have a drawing to scale for the 4000 lf or estimated 7+ miles of piping or do we estimate on this footage. Will complete access be given to the area as required.A map will be furnished with known length and sizes, see Debris Removal Map - Stormdrains v1.2.pdf

Some stormdrains are on the flightline and access will require coordination with Security Forces and the contracting officer representative.

Do we have an idea of how much material is currently in the underground piping to be removed? The Government has not assessed the amount of debris in the underground piping.
Do we know if any of the underground piping to be cleaned is collapsed or has internal issues? The Government has not assessed whether there are any collapsed or areas of internal issues with the underground piping. The Government expects that if the performing contractor encounter such areas, they will coordinate with the contracting officer representative. No repair action is expected of the contractor and the problematic section will be skipped with approval of the Contracting Officer at the recommendation of the contracting officer representative
Is any fencing around areas electrified and operational or out of service. If electrified, who will disconnect and connect any electrical sources? No electrified fence is present at the work sites.
What are specifications of the fencing for original fencing, posts, barbed wire replacement. What are the depth of the posts if needed to be removed and replaced for equipment access?Refer to UFC 4-022-03 "Security Fences and Gates" available at wbdg.org for general DoD fence specifications. Drawing UFC-700 in appendix C shows typical triple strand fencing for the base perimeter in the project areas, with two local changes: line post concrete embedment is 12" diameter, 3'6" deep. Corner post embedment is 18" diamater, 3'6" deep.

If fence breaches and post removals are required, they can be temporarily repaired every day at close of business. This can be fence material or mesh stretched tightly between posts, and does not require a post unless the space is too wide and the chosen material is not taut when secured. Once a breach is no longer feasible (e.g., next amount of debris is too far away), the fence in that area must be fully repaired to the aforementioned standards before making the next breach. Only one breach at a time is allowed and must be coordinated with the COR and SFS at least 72 hours in advance for security coordination. The same coordination is required for two gates in the southeastern-most corner of base that can be opened to allow access to debris in that area.

As we were not able to visit the site for the underground piping area, is there fencing around the area to be removed for this part of the projectThere isn't any fencing that's known to interfere with access to the storm drainage system.
Will portable hooches be able to built by our personnel onsite for crew to use for weather shield. They will be removed as we move from place to place we are working. Are portable heaters allowed.55th CES will need clarification on what "portable hooches" consist of prior to full approval, but portable work shelters should not present an issue. Portable heaters that utilize combustion processes may require coordination
We would like to have approval to work saturdays if awarded.IAW with the solicitation page 15 of 57, section G and the PWS section 1.6.4 the hours of operation are “… between the hours of 7 a.m. to 5 p.m. Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings”.
Is a bid bond required? No, a bid bond is not required for this project.
