About this file
This document is an Official Response to Questions for RFI C161894 issued by the New York State Department of Corrections and Community Supervision (DOCCS) regarding audiology services. The RFI seeks vendor information and capabilities for providing on-site and virtual audiology services, including diagnostic hearing testing, hearing aid evaluations, device procurement, fitting and dispensing, follow-up care, hearing aid analysis and repairs, and patient education to approximately 35,000 incarcerated individuals across 41 state correctional facilities. Written questions were due September 9, 2026 by 3:00 p.m., with responses provided by approximately September 14, 2026. Responses to the RFI are due September 22, 2026 by 3:00 p.m. and should be submitted via email to DOCCScontracts@doccs.ny.gov or mailed to the Contract Procurement Unit at 550 Broadway, Menands, New York 12204. This is an informational inquiry only and will not result in a contract award or commitment from DOCCS.
DOCCS clarified that no anticipated contract value, timeline, or incumbent vendor currently exists for this service. The department anticipates issuing a future Request for Proposal (RFP) following this RFI, though no timeline has been established. DOCCS is open to receiving vendor proposals covering audiology and hearing aid services exclusively or in combination with otolaryngology services, and is receptive to hybrid delivery models incorporating both virtual and on-site visits. Vendors must employ New York State licensed and certified audiologists, hearing instrument specialists, and otolaryngologists, hold hearing aid dispenser registration, and provide language translation capabilities. Vendors are responsible for all equipment, hardware, software, technical support, maintenance, and 24/7/365 service delivery, and must submit estimated pricing with hardware and software specifications, technical support details, warranty provisions, and training documentation. All costs associated with responding to the RFI are the responsibility of the respondent.
