These established relationships with county, local, and state agencies create a cohesive network of support for the SRO and SSO program that no other provider can match.

7. Describe the Offeror’s plan to deliver either on-site or online training for all SROs and SSOs pursuant to the requirements of section 4.10, including all subsections, of the Scope of Work.

Most officers are already fully trained in utilizing OfficerTRAK® because of our established partnerships with over 50 Arizona law enforcement agencies, creating a significant advantage for the program. We have tested and implemented a proven plan that fully addresses the requirements for assigning School Resource Officers (SROs) and School Safety Officers (SSOs) as specified in section 4.11 of the Scope of Work. Our approach ensures optimal coverage while maintaining accountability and consistency.

The sections below are numbered and answered concurrently with section 4. Contractor Responsibilities, 4.11, within the Scope of Work.

4.11 Assignment of SROs and SSOs

Our comprehensive scheduling app and algorithms leverages our OfficerTRAK® platform to efficiently distribute assignments to qualified officers across Arizona's counties and local agencies, ensuring maximum coverage with minimal gaps. Our system also allows for late officer drop shifts to be easily sent to our entire eligible certified officer list allowing for the highest level of shift fill rates.

4.11.1 Assignment Distribution to AZPOST-Certified Officers

We ensure all assignments are pushed directly to AZPOST-certified law enforcement officers through our OfficerTRAK® software platform. These assignments appear instantly on officers' mobile devices. Once received and approved, it enables:

o Immediate notification of available shifts.

o Clear visibility of assignment details and requirements.

o Simple acceptance process through the mobile interface.

o Verification of officer certification and qualification status.

o Ability for all officers to manage their assignments from the palm of their hand.

o Job reminders sent to officers prior to shift enhancing fill rates and shift completion.

4.11.2 First Come, First Served Selection Process

Our platform implements a first come, first served selection process that:

o Allows qualified officers to view and self-select available assignments.

o Maintains fairness through timestamp-based assignment allocation.

o Accommodates alternative publishing options when required by school-specific guidelines.

o Provides flexibility for adjusted assignment processes when agreed upon by local agencies and ADE.

o Incorporates agency-required rules and orders for specific agencies. A feature only obtainable by ODM through its direct partnership with AZ LE agencies.

o Ensures all assignments utilize one of the OfficerTRAK®’s over 100 active publishing options as required.

4.11.3 Group Establishment by Local and County Agencies

To build consistency within schools, we have established officer groups based on:

o County-level agency affiliations o Local agency jurisdictions o Officer experience and qualifications o School and ADE specific officer requests

This structured approach ensures students interact with a consistent group of officers, building familiarity and trust while strengthening community relationships.

4.11.4 Immediate Reallocation of Unfilled Assignments

When assignments remain unfilled, our system automatically:

o Redistributes openings immediately to all local or county officers registered on the platform and authorized to work the SSO jobs as mandated by their LE agencies.

o Expands the visibility to additional qualified officers if needed.

o Utilizes a cascading notification system to maximize fill rates.

o Prioritizes local officers first, then expands to county and state resources as needed unless directed differently by ADE.

This tiered approach has significantly improved fill rates from the 60% range before our involvement to well over 90% in 2024 and we’re on track to end the 2025 Spring Semester in the same range.

4.11.5 Officer Registration as 1099 Contractors

Our streamlined registration process requires all AZPOST-certified law enforcement officers interested in working under this agreement to:

9. Describe the in detail the Offeror’s plan to assign SROs and SSOs work shifts pursuant to the requirements of section 4.12, including all subsections, of the Scope of Work.

We utilize our proprietary OfficerTRAK® platform to effectively manage the assignment of SRO and SSO work shifts in full compliance with section 4.12 requirements. The sections below are numbered and answered concurrently with section 4. Contractor Responsibilities, 4.12, within the Scope of Work.

4.12.1 Minimum Shift Duration

ODM assigns shifts for a minimum of four (4) hours per request. When operationally necessary, we can split one eight (8) hour shift into two four (4) hour shifts, providing flexibility while maintaining coverage.

4.12.2 Compliance with Agency Guidelines

Because of ODM's partnerships with over 50 law enforcement agencies, we are uniquely positioned to ensure compliance with each agency's maximum duty guidelines. Our system provides:

o Real-time accessibility to officer hours for agency supervisors o Active integrations with some agency systems to monitor total duty hours o Automated compliance tracking for combined on and off-duty hours o Reporting tools for agencies to manage officer workloads

This comprehensive compliance capability is a feature that only ODM can offer through our established agency relationships.

4.12.3 Timely Posting of Assignments

All eligible LEA requests for SSO or SRO assignments are posted at least two hours before shift start, although most jobs are published 30-45 days in advance, giving officers sufficient notice to accept and prepare for assignments. All jobs stay open unless filled and available to ODM’s entire LE partnership network and officers until shift begins.

4.12.4 Jurisdictional Management

Requests for school assignments are submitted and published through ODM’s local agency partner first (where the school is jurisdictionally located). If there is no local agency partner, or the school site is in an unincorporated area, the jobs will get published to the county first, then to any state agency partners. This distribution method ensures local school presence is the first priority.

4.12.5 Filling Assignments Across Jurisdictions

If an assignment cannot be filled through the local agency, ODM assigns any eligible AZPOST-certified officer, regardless of jurisdiction, that is authorized by their agency and is a partner of ODM. All officers must be registered with OfficerTRAK® to accept jobs, clock in/out, communicate, and receive payment. Officers must also meet ADE’s and each school’s expectations of performance.

4.12.6 Vehicle Coordination

When requested by eligible LEAs or required by law enforcement agencies, ODM coordinates agency vehicle use by:

o Billing for all reasonable vehicle costs incurred (4.12.6.1) o Providing a $15 million general liability policy that also includes auto liability and covers the officer, agency and ADE.

Through our established OfficerTRAK® platform, ODM efficiently manages all aspects of SRO and SSO shift assignments, from submission through completion, ensuring full compliance with section 4.12 requirements while maximizing coverage for Arizona schools.

10. Provide a narrative to illustrates that liability and workers’ compensation insurance is provided at no cost to the officers or ADE pursuant to the requirement of section 4.13 of the Scope of Work.

As the only provider with a proven track record in the Arizona School Safety Program, our insurance coverage has already been tested and validated with officers injured performing SSO jobs under the grant.
