About this file
This is a regulatory notification document issued by the New York State Office for People With Developmental Disabilities (OPWDD) regarding mandatory contractor registration requirements for Article 8 public works projects. Effective December 30, 2024, all contractors and subcontractors bidding on or performing work on OPWDD Article 8 public works projects—including the referenced Replacing Siding & Trim project—must be registered with the New York State Department of Labor (NYSDOL) in accordance with Labor Law 220-i. Contractors are required to obtain NYSDOL registration before submitting a bid and must provide their valid registration number in the designated space on the bid form. Site visit attendance is mandatory prior to submitting quotes for the siding and trim replacement project. Failure to provide a valid and verifiable NYSDOL registration number at the time of bid submission will result in automatic disqualification of the bid.
The NYSDOL estimates approximately 34 weeks for processing and issuing a Certificate of Registration, making prompt application essential to avoid delays in bidding and project scheduling. Subcontractors are prohibited without written OPWDD approval. For projects with bids due before December 30, 2024 but work commencing after that date, contractors must be registered prior to work commencement. Bidders must include a detailed cost breakdown showing materials, equipment, and labor costs in accordance with project specifications and prevailing wage requirements. Additional inquiries regarding the registration process should be directed to the NYSDOL Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov, while project-specific questions may be directed to Brooklyn.CMM.Bids@opwdd.ny.gov.
