NWWV00002300129CM2 Questions & Answers

1. Does the Government have mechanical/electrical drawings that can be provided with this solicitation?

a. The solicitation stated drawings on request. See attached drawing package.

2. If the Government does not have any drawings, can they provide an equipment list of major equipment that will be added to the BAS along with screenshots of the existing system?

a. Drawing package available upon request.

3. Are there specific sequencing requirements as part of this contract? For example, at other office's the computer room air conditioner is set up in a lead/lag configuration and the BAS programs the backup unit to kick-on if there is a failure in the primary unit. Are sequencing items like this part of the project?

a. There are two boilers on site as well as two air conditioning units for the building. Also, two standard air conditioning units for the server room. All are in lead/lag configuration.

4. The period of performance is listed as 60 days, however, even what is traditionally known as an "off the shelf item" currently has a lead time of 6 to 8 weeks. If this office is similar to other NWS offices, this office uses Liebert's, these systems require a Starlink controller, which has a lead time of 10 to 12 weeks. So would the government consider increasing the period of performance to 120 days?

a. The goal of the POP for 60 days is to have the system up and running prior to winter. The current system is unreliable. Please send your expected lead times for materials within your bid.

5. Is it possible to extend the due date for proposals?

a. I take no exception to extend the due date to 23 August 2023

6. Please clarify if there are liquidated damages associated with this project, and if so, what are they?

a. No, this is being handled as a service vs a construction project.

7. Please clarify if the complete valve assemblies need to be replaced (ie. valve body and actuator) or if only the actuator needs to be replaced?

a. Actuator only.

8. Please clarify if the existing computer room cooling units (Movincool Units Tagged AC-1 thru 4) need to be integrated into the new control system? Or would monitoring of the IT room space temperature be preferred? Or leave the IT room and associated equipment standalone and not part of the scope of this project.

a. Monitoring and control.

9. Is the new building automation system expected to interface or have any control with the existing building fire alarm/life safety system?

a. AHU Shut down on DD supervisory, non-latching.

10. Are there any CO2 or smoke detector sensors that should be incorporated as part of the replacement/upgrade of the existing control system? If yes, please indicate quantity, type, and location.

a. None. All other FA Replacements to be handled under future contact.

11 Are test and balance services required as part of the scope of work?

a. No

12 Will 3rd party commissioning be required as part of the scope of work?

a. It is assumed that the contractor is certified in the system proposed and commission to be within the contractor's capabilities.
