NRC TECHNICAL MONITOR: TBD

PERIOD OF PERFORMANCE: 05/01/2013 to 08/30/2013

1.0 BACKGROUND

In accordance with the Reactor Oversight Process (ROP), the U.S. Nuclear Regulatory Commission (NRC) inspects various activities at nuclear power reactor plants.

2.0 TASK ORDER OBJECTIVE

The objective of this task order is to obtain contractor support to assist a NRC team in the performance of a Special Condenser inspection at Willbury 1&2. The requirements are as follows:

1) The inspection requires contractor support from one Condenser Inspection Specialist and one Condenser Corrosion Expert (both Mechanical Engineering Background).

2) The desired start date for this inspection is the week of May 7th. One week of travel/preparations to RIV, followed by two weeks of onsite inspections, one week of review, one week of onsite vendor inspections at the Acme Condenser facility, and then one week of home office write-up/documentation.

3) One optional week of research or documentation that may be used at the Contracting Officer Representative’s discretion. This should be estimated at the regional office, but may be at the contractors’ home office.

3.0 SCOPE OF WORK

The contractor shall provide technical support to the NRC Regional Team Leader (RTL) during the performance of the inspection. The team leader will provide the applicable inspection procedures and inspection charter during the inspection preparations week.

The NRC RTL may issue technical direction during the duration of the task order. Technical direction must be within the general Statement of Work stated in the task order, and shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance. The contractor shall refer to the basic contract for further information and guidance on any technical directions issued under this task order.

Any modifications to the scope of work, cost, or period of performance of the task order must be issued by the Contracting Officer and will be coordinated with the Project Officer.

1) Design, codes and standards, maintenance and testing relating to power plant condenser systems.

2) Corrosion expertise that could be related to fresh water condenser tube corrosion involving zebra mussels.

A knowledge/experience with NRC regulations would be helpful but not an essential requirement.

It shall be the responsibility of the contractor to assign qualified technical staff, employees, and subcontractors, who have the required educational background, experience, or combination thereof, to meet both the technical and regulatory objectives of the work specified in this Statement of Work (SOW). The NRC will rely on representation made by the contractor concerning the qualifications of the personnel proposed for assignment to this task order including assurance that all information contained in the technical and cost proposals, including resumes and conflict of interest disclosures, is accurate and truthful.

ATTACHMENT #2

CONTRACTOR SPENDING PLAN - INSTRUCTIONS

The Contractor Spending Plan (CSP) is an important tool for projecting and tracking contract costs and progress each task under the contract.

Applicability The Nuclear Regulatory Commission (NRC) requires that the CSP be completed for cost reimbursement contracts when the award amount is expected to exceed $100,000 and the period of performance is expected to exceed 6 months. For task order type contracts, a CSP is required when an individual cost reimbursement task order is expected to exceed the above thresholds. When contract or task order modification increases the contract or task order amount of a cost reimbursement contract or task order to over $100,000 and the period of performance from the effective date of the modification to the contract or task order expiration exceeds 6 months, a CSP is required for all contract work to be performed after the effective date of the modification.

Submission

1. A CSP is required:

a. as part of the cost proposal for a cost reimbursement contract or individual task order, or modification to a contract or task order which meets the above thresholds;

b. as part of the Best and Final Offer (if requested) as a result of negotiations;

2. Updated CSP information is required on a monthly basis or as approved by the CO as part of the “Financial Status Report” (Ref: Section F. (fill-in), “Financial Status Report”).

Format The attached CSP sample format may be duplicated and used by the Contractor, or modified to permit more accurate reporting or to meet other needs of the contractor. For instance, the sample format provides spaces to report projected costs for 12 months, but the contractor may wish to alter the sample format for shorter or longer contract/task order periods. The contractor may also wish to alter the sample format for ease of typing or automated production. So long as complete information is provided on actual and projected costs or accomplishments, changes to the format to improve relevance to the circumstances are encouraged.

It is up to the discretion of the offeror to determine the appropriate level of cost detail to be presented based on the complexity of the effort. This plan reflects only the minimum requirements for submission of cost details which will be considered for completeness, reasonableness, and as a measure of effective management of the effort. The Contracting Officer reserves the right to request additional cost information, if deemed necessary.
