About this file

This is a Notice of Intent to Sole Source a firm-fixed-price purchase order for HGMD (Human Gene Mutation Database) MySQL software renewal. The National Institutes of Health, specifically the National Institute of Human Genome Research (NHGRI), intends to award solely to Qiagen, LLC (UEI: W2GLKC92ZH73), the exclusive developer and distributor of HGMD software. The renewal is necessary to maintain the functionality of the exome analysis pipeline used in the laboratory to identify disease-causing mutations in patient samples. HGMD provides comprehensive data on human inherited disease mutations, enabling rapid access to mutation reports, verification of novel mutations, analysis of mutational disease spectra, and prioritization of mutations from whole exome and whole genome sequencing. The justification for sole sourcing cites the software's unique integration into the existing laboratory pipeline and Qiagen's status as the only known responsible source capable of meeting the requirement.

Small businesses, including 8(a) firms, service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses, may submit written capability statements demonstrating their ability to perform the requirement by 11:00 a.m. EST on Monday, March 23, 2026, via email to david.shen@nih.gov. Award is anticipated approximately five days after the notice date unless the Government determines another organization possesses the capability to meet the requirement. This is a pre-solicitation notice, not a competitive request for quotes.

Notice of Intent to Sole Source for HGMD (Human Gene Mutation Database) MySQL software renewal

(NIH-SS- PCA-NHGRI-00437)

The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Qiagen, LLC. Qiagen, LLC UEI is W2GLKC92ZH73.

In accordance with FAR Part 6.302-1, Qiagen, LLC the Contractor is the only known responsible source who can provide the item that meets our standards. No other source has been identified who can provide the requirement listed below.

The HGMD software has been integrated into the exome analysis pipeline to determine disease-causing mutations for the patients that come through the program and allow for further experimental analysis. Because of the software integration into the laboratory pipeline, it is necessary to re-new the licenses to maintain working order of the pipeline. HGMD, developed and distributed solely by Qiagen, is a unique resource that provides comprehensive data on human inherited disease mutations that will enable us to quickly access detailed reports for inherited disease mutations without tedious and time-consuming literature searches, quickly and easily verify whether an observed mutation is novel or been previously described, understand the mutational spectrum of a particular disease or gene, analyze candidate genes for disease linkage and predisposition, and quickly prioritize mutations from whole exome or whole genome sequencing. ase research in the UDP laboratory.

This notice is not a request for competitive quotes. Qiagen, LLC is the manufacturer. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 11:00 a.m. EST on Monday March 23, 2026.
