About this file

This document is a Notice of Intent to Award from the North Dakota State Procurement Office for Solicitation Number 110.7-25-023, covering Statewide Garbage Disposal & Recycling Services. The procurement encompasses a cooperative contract for waste management services across multiple jurisdictions including state entities, higher education institutions, counties, cities, townships, public educational entities, tribal agencies, and the International Peace Garden. The solicitation seeks comprehensive waste and recycling services with detailed pricing for container sizes ranging from 96-gallon totes to 30-yard open top containers, including scheduled and unscheduled pulls, sanitation services, and pest spraying. The bid response deadline was March 27, 2025, at 1:00 PM CT, with an initial contract period from April 3, 2025, to April 1, 2027, and potential extensions for up to four additional 12-month periods.

The procurement evaluates bids based on the lowest responsive, responsible bidder, with pricing determined by total scheduled pickup prices and comprehensive service capabilities. Waste Management was identified as the intended awardee for Category 4. The contract allows for potential price adjustments after the initial two-year term, with a fuel surcharge provision permitting negotiations if fuel prices increase by 15% or more from the solicitation opening date. The cooperative purchasing structure provides flexibility for vendors and participating jurisdictions, with no explicit set-aside designations. Bidders were required to submit complete service pricing for any location they wished to be considered, ensuring comprehensive coverage for selected service areas. The state reserves the right to add new facilities during the contract term, creating potential for expanded service opportunities.
