About this file

This is a No Bid Form for a Purchase Order Request for Proposals (PORFP) issued by the State of Maryland for Commercial Off-the-Shelf (COTS) Software 2012 under Solicitation No. 060B2490021. The form is designed to gather feedback from vendors who have chosen not to submit a response to the COTS 2012 master contract solicitation. Vendors are asked to indicate their reasons for non-participation, which include options such as other business commitments, lack of relevant experience, unclear or overly restrictive specifications, insufficient capacity, complexity of state procurement processes, inability to compete competitively, inadequate bid preparation time, unsatisfactory prior contract experience with Maryland, or other reasons. The form requests vendors to provide detailed remarks explaining their decision, along with contact information for the responding company representative.

The No Bid Form serves as a quality improvement tool for the State of Maryland's procurement department, enabling the agency to understand barriers to vendor participation and enhance future solicitation processes. Vendors submitting this form are directed to return it via email or fax to the Agency Point of Contact listed in Section 2. This feedback mechanism allows the state to collect business intelligence on solicitation effectiveness and identify areas where procurement practices may be modified to increase competition and vendor engagement. The related COTS 2012 master contract is a multi-vendor award structure that establishes a pool of qualified contractors eligible to bid on secondary competitions, such as the Cisco (Duo Access) PORFP, which is limited exclusively to current master contractors under this agreement.
