About this file
This is a Certification Regarding Investments in Iran document issued under Maryland State Finance & Procurement regulations (Annotated Code of Maryland, Sections 17-701 through 17-707), applicable to the State of Maryland and all public bodies within the state. The certification establishes eligibility requirements for vendors participating in state and local procurements by requiring bidders to confirm they are not listed on the Board of Public Works' Investment Activities in Iran list and are not engaging in investment activities in Iran as defined by state law. The prohibition applies to companies providing goods or services of at least $20 million in Iran's energy sector, as well as financial institutions extending credit of at least $20 million to persons on the list for use in providing energy sector goods or services. The certification applies only to new contracts and contract renewals; existing contracts with listed companies are not required to be terminated.
All vendors bidding on state and local contracts must complete and submit this certification signed by an authorized representative, with witness verification. Ineligible entities include not only companies directly listed on the Investment Activities in Iran list but also their parent companies, successors, subunits, direct or indirect subsidiaries, and any entities under common ownership or control. Vendors unable to make the required certification must document the specific investment activities preventing compliance. The Investment Activities in Iran list is maintained and accessible through the Board of Public Works website.
