The Government will ascertain if the Offeror’s Resource Management plan demonstrates a sound approach for determining adequate staffing levels and assuring sufficient capacity of qualified resources to: 1) the project over the life of the task order;

and, 2) over the life of the IDIQ contract.

The Government will ascertain if the Offeror’s Cost Control methodology / procedures demonstrates a sound approach for minimizing cost creep throughout the design, assuring the project remains within the identified budget.

In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). F. FACTOR F – Location in the General Geographic area of the Project (Proximity) and Knowledge of the Locality

Proximity is simply the physical location of a firm in relation to the location of a project, and has very little to do with the technical ability of a firm to perform the project. The A/E firm shall clearly indicate the primary office where the work will be performed on the

SF330.

The geographic location of the firm’s office will be considered in order to evaluate the firm’s knowledge of local geographical features, climatic conditions, natural resources, local construction methods, local subcontractor base, and local and State building codes and permit requirements.
