About this file
This document is an amendment to a federal solicitation for comprehensive waste management services at multiple National Institutes of Health campuses. It provides answers to bidder questions, historical data on waste volumes and equipment used, and an inventory of current waste containers. Key details include waste streams of solid waste, medical pathological waste, and recycling. Bidders must submit proposals by April 30, 2018 for the Department of Health and Human Services, National Institutes of Health to provide services that include collection, transportation, treatment and disposal of wastes using contractor supplied front-load containers in sizes from 2 to 8 yards as well as open-top roll-off containers from 10 to 40 yards. Medical waste must be destroyed through incineration with autoclaving as an allowable pretreatment but not a replacement for incineration. The amendment includes attachments with waste container inventories, government equipment lists, and a presentation from an April 12th pre-bid site visit.

RESPONSE: See ARTICLE L.4 TECHNCAL AND BUSINESS
PROPOSAL INSTRUCTIONS, item 2) b) MPW Services bullet # 9 two primary medical pathological waste off-site incineration facilities proposed to receive and dispose of the MPW described herein and the methods of conveyance proposed. In addition, at least one other facility shall be identified that uses a treatment method other than conventional medical waste incineration¿
NIH requires incineration and a backup incineration facility as the primary means of destruction. Off-site autoclaving followed by incineration would be ok but is considered redundant since, when required, MPW is autoclaved within the facilities prior to packaging and shipping. NIH is seeking total destruction.
Autoclaving would not replace incineration, however, would qualify as a treatment method other than conventional medical waste incineration¿ as stated in the referenced ARTICLE
