The Office of Research Services (ORS), which includes the Division of Amenities and Transportation Services (DATS) provides numerous services to the NIH Community.

ORS supports all 27 Institutes and Centers (ICs) that operate in multiple locations, including the primary location on the Bethesda campus

NIH Employee Parking Services

8 Garages
Parking Lots
7:00 a.m. until 7:00 p.m.
Approximately 8,627 spaces
Stacked parking
Limited hours/key control in certain lots
After hour key pick up at the MLP-11 Cashiers Booth

NIH Patient Parking Services

Valet Parking - 68 spaces
Stacked parking
ACRF Garage - 445 spaces
384 Self parked spaces
60 Stacked parking spaces
Hours of operation 6am – 7pm
After hour key pick up in the Clinical Center, Admissions Desk

NIH Visitor’s Parking Services

3 Lots dedicated for daily visitors - 367 spaces

MLP11 Gateway Visitor’s Center
Opens July 14, 2008
350 spaces
Hours of operation 5am – 11pm

* Phase out of lots when MLP11 opens

Parking Meters – 130 throughout the campus
Revenue Collection from Lots/Meters ($2.00 per hour/$12.00 Daily) and Monthly Permit Sales

Employee Conduct - The Government requires a favorable image and considers it a major asset to be both professional in conduct and appearance.

Evaluation Criteria Offerors will be evaluated on their:

Technical Approach to Performance Requirements
Corporate and Human Resources
Quality Control Program
Relevant Past Performance

Rating Structure

Technical evaluations will be scored using adjectival ratings:

Exceptional
Very Good
Satisfactory
Marginal
Unacceptable

Small Business Subcontracting Plan

All proposed subcontracting plans should contain the following percentage goals at a minimum:
40.0% for Small Business; of which:
5.0% for Small Disadvantaged Business;
5.0% for Women-Owned Small Business;
3.0% for HUBZone Small Business; and
3.0% for Veteran-Owned Small Business and Service- Disabled Veteran-Owned Small Business.
These goals shall be expressed as percentages of the total estimated subcontracting dollars.
The offeror is required to include an explanation for a category that has less than the stated minimum percentage goals.
The Offeror that does not subcontract is required to provide an explanation of why subcontracting opportunities do not exist.
You are welcome to tour the parking facilities on campus during regular business hours.
Security procedures remain the same for access to the campus.
Do not interfere with the operations of the current contractor.
