Answers to questions are in Bold.
1. Is the size standard of $6,500,000 referenced in item 10 on the solicitation page for one year or the term of the contract?
No. This amount does not represent the dollar amount of the future contract. This amount represents a small business size standard under NAICS code 812930 for this solicitation.
2. Is the incentive payment of $200,000 referenced in the table on page 3 of the
RFP an annual amount or is it times 2?
The incentive payment for the base period cannot exceed $200,000 in total and each option period has a not to exceed total of $400,000.00 per year.
What the 2 times per year for the base period means is that the awardee will be evaluated for 2 incentive payments that year but those two payments in total cannot exceed $200,000.00 for that base period.
3. Is there a map available that shows all the lots and garages and their configuration available?
A map of the campus can be found on the DATS Web Page, http://dtts.ors.od.nih.gov/index.htm, Select Parking Information, Employee Campus Parking. Only the garages are marked. The surface lots are not marked at this time.
4. When is the new multi-level parking garage anticipated to open?
The new Visitor’s Garage will open July 14, 2008.
5. Are there site plans/layouts available for the new garage?
Site plans are not available.
6. Has equipment been ordered for the new garage and if so, what type of equipment is it?
Equipment has been ordered. This equipment ordered is Federal APD Equipment, Machine Readable tickets and Prox Reader.
7. What type of equipment is currently being used for revenue collection and how old is it?
The current equipment used at NIH is Amano McGann. The age of this equipment varies.

8. What types of parking meters are currently being utilized, for example, single-head, double-head, etc.?
Single head meters, electronic.
9. What is the current number of parking spaces by lot/garage and what is the anticipated number once the new garage opens and other lots are closed?
MLP-11 when it opens will have 350 visitor parking spaces.

10. When the new garage opens and current lots close, the RFP indicates meters may be placed on some of the closed lots. For purposes of projecting costs, how many meters are anticipated?
The estimated number at this time is 30. However, the total number of meters to be installed in these areas could change.
11. Does managing parking meters at selected locations include enforcement?
Enforcement of expired parking meters is handled by the NIH Police Department.
12. What is the minimum amount of insurance required for Garagekeeper’s Legal
Liability insurance (page 13)?
A minimum of $200,000 limit is required.
13. Page 14, B.8 references verifying parking validations for patients, patient visitors, etc. In what manner is this verification currently being accomplished?
Patient/patient visitor verification is currently being validated through a computer system maintained by the Clinical Center. Additional training will be available for the attendant that will verify this information.
14. In order to qualify for an incentive payment, for example in number of complaints, is the Incentive/Deduction based on a net number between compliments and complaints or some other mathematical means?
Currently, it is based on the net number between the two. However, if there is a major complaint this could be factored differently.
15. Receipt of reports and complaint responses referenced on page 24 requires a response within five days. Is this five business days?
Responses are due to the Project Officer within five business days, unless requested otherwise.
16. Who controls or is responsible for the parking permit/cards in regards to issuing, billing and collecting? How many permits are sold/issued each month?
The contractor responsible for ordering and controlling parking permit/cards in regards to issuing, billing and collecting. The current contractor sells an average of 70 permits.
17. Will NIH provide a copy of C.I FAR 52.212-4 Contract Terms and
Conditions-Commercial Items (February) found on page 7, C. Contract Clauses?

18. In order to provide a quality proposal, it will be necessary to observe the locations a number of times and collect data. With the security at NIH, how can we obtain access as required in order to accomplish this?
You are welcome to tour the parking facilities on campus during regular business hours. Security procedures remain the same for access to the campus. Please do not interfere with the operations of the current parking attendants when touring the garages and parking lots.
19. Is subcontracting with a small business a requirement on the NIH parking contract 2008052?
If subcontracting possibilities exist on this contract, the large business offeror is required to submit a subcontracting plan which includes subcontracting to small business and other socioeconomic businesses. If no subcontracting opportunities exist, the large business must provide its rationale as to why no subcontracting opportunities exist for this requirement. Additionally, if subcontracting opportunities exist and the large business offeror proposes less than HHS subcontracting goals, the large business must provide rationale as to why reaching these goals are unattainable.
20. Would purchasing supplies from an approved small business be appropriate?
Yes.
21. Could you please clarify the sub contracting plan for the NIH Campus Parking
Services NIHOD2008052? HHS "expect" all proposed subcontracting plan to contain a goal of 40% for Small Business. Is the subcontracting plan a requirement under this contract?
Per FAR Subpart 19.702(a), a subcontracting plan is a requirement under this contract for large businesses.
22. This is a new requirement for NIH? Is there an incumbent contractor?
This is a similar requirement to a current contract combining parking and shuttle services in which Priority One Services Inc. is the incumbent, but it subcontracts a portion of its parking services.
23. Have NIH estimated parking attendant staffing requirements? Is so what may they be? Please provide hard copies?
NIH does not have an estimate for staffing. The contractor should propose how many attendants are required to successfully fulfill the contract requirement.
24. Is Parking Stacking equipment to be estimated separate from the proposal pricing estimate or should it be include in the proposal pricing?
There is no need to price for parking equipment. CLIN #16 of the solicitation has a not to exceed $100,000 value for parking equipment and installation of equipment.
25. Has the government estimate stacking equipment cost? If so, please provide to interested bidders?
Please see answer to question #25.
26. How are the subcontracting requirement enforced?
Per FAR 19.705-7(a): “When a contractor fails to make a good faith effort to comply with a subcontracting plan, these objectives are not achieved, and 15 U.S.C. 637(d)(4)(F) directs that liquidated damages shall be paid by the contractor.” If the awardee is a large business it is expected to make a good faith effort to comply with the subcontracting plan or it shall have to pay liquidated damages to the Government.
27. Please explain the $6.5 mil size standard reference in Article C.4 (2) on page
25 of the solicitation.

28. Is Article C.13 Subcontracting Provisions on Page 30 of the solicitation optional or required?
Please see answer to question #20.
29. Does the bidder receive extra credit in the evaluation process for SB, SDB, HubZone, etc. participation?
No. However, per FAR Subpart 19.702(a)(1): “In negotiated acquisitions, each solicitation of offers to perform a contract or contract modification, that individually is expected to exceed $550,000 ($1,000,000 for construction) and that has subcontracting possibilities, shall require the apparently successful offeror to submit an acceptable subcontracting plan. If the apparently successful offeror fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award.” Therefore, it is in a large business offeror’s interest to submit an acceptable subcontracting plan or risk being ineligible for award.
30. If required, are the percentages for participation (2) last paragraph) goals or requirements?
They are goals.
31. Please explain how the compensation rate of $14.10 per hours was calculated and is this rate accurate (page 39 Monetary-Fringe Benefits)?
This is for informational purposes only. The wage and benefit rate is the rate it would be if the individual were a Federal Employee.

32. Should (can) a bidder use the same references for Attachment 8 and Attachment 9? In other words, are you looking for 3-5 references plus 3-5 additional firms for Past Performance Questionnaires?
Per the solicitation, Attachment 8 is the offeror’s experience (what the offeror did) and Attachment 9 is the offeror’s past performance (is how the offeror did). They can both be the same reference, but they should both be relevant to this requirement.
33. Can a bidder use the NIH as a reference of for a Past Performance
Questionnaire?
Yes. It need only be relevant to this requirement.
34. In Article C.1, G. Government Quality Assurance and Incentive Plan, paragraph (2) on page 21, it reads incentive and deductions will be calculated based on the quarterly cost of the contract. Is this the case?
No this was an error and the following sentence is deleted in its entirety:
“Incentives and deductions will be calculated based on the quarterly cost of the contract.”
Updates to the Solicitation are as follows:
1. In answering question #12, B.6. Obtain and Maintain Appropriate Insurance and Security Policies located on page 13 of the solicitation has the following bullet added:
• The minimum amount of insurance required for Garagekeeper’s Legal
Liability insurance is $200,000.
2. In Article C.1, G. Government Quality Assurance and Incentive Plan, paragraph
(2) on page 21, the following sentence has been deleted in its entirety:
“Incentives and deductions will be calculated based on the quarterly cost of the contract.”
3. The following sentences located within page 42 of the solicitation under experience have been deleted in their entirety:
“Experience must be on the corporate level and will only be accepted for the prime contractor. Experience submitted for any subcontractors will not be accepted, considered, or evaluated.”
4. Under ARTICLE D.1 PRE-PROPOSAL CONFERENCE on page 40 of the solicitation the following sentence has been updated:

“Questions can be sent via email to the contract specialist at banzonr@od.nih.gov, (please CC worshamz@od.nih.gov.) after the conference until April 25, 2008.”
To:
“Questions can be sent via email to the contract specialist at banzonr@od.nih.gov, (please CC worshamz@od.nih.gov.) after the conference until April 18, 2008.”
5. Under Attachment #1- Incentive/Deductions Calculation Method, page 1 the following has been updated:

“Employees should not have to wait longer than three (3) minutes from the time of notifying parking attendant for assistance with stack parking until they can leave from their parking space without obstruction.
The performance level will be assessed by counting the total number of complaint/compliments and observation deficiencies/exceptional observations in a quarter. The contacts may be made through customer phone, letter and/or email.
Observations will be conducted on an unannounced periodic basis during each quarter by the PO or his/her designee. The levels of performance and their associated Incentive/Deductions for compliance with the 3 minute goal are listed below. The observation sheet may be found in the attachment section.”
To:
