Questions are answered in bold.
1. Does NIH or the current operator own the radios?
All radios are contractor owned.
2. Do the Project Manager and or the Quality Assurance Manager have an administrative support person?
As part of their business plan, the contractor decides if they need administrative support.
3. The RFP is for parking management services (essentially providing management and attendants). As NIH is responsible for other functions such as security, maintenance, snow removal, etc., we do not see an opportunity to subcontract tasks out therefore is a subcontracting plan required?
Please refer to Article C.13 of the Solicitation and Attachment #7 - Subcontracting Plan. A subcontracting plan is required as part of the business proposal to be submitted. If subcontracting possibilities exist on this contract, the large business offeror is required to submit a subcontracting plan which includes subcontracting to small business and other socioeconomic businesses. If no subcontracting opportunities exist, the large business must provide its rationale as to why no subcontracting opportunities exist for this requirement. Additionally, if subcontracting opportunities exist and the large business offeror proposes less than HHS subcontracting goals, the large business must provide rationale as to why reaching these goals are unattainable.
4. Moving forward, does NIH want the ability to accept credit cards at the cash lots?
Yes. NIH will provide equipment.
5. When will NIH provide the actual contract for review?
The awardee will be given the contract for review and signature before the effective date of the contract.
6. Where is the future MLP-11 located? The only site we have potentially identified is across from MLP-6. Please confirm the completion date as that site, if it is MLP-11, does not appear it will be ready by July.
MLP-11 is located in the area of the METRO with the new Gateway Visitor’s Center. MLP-11 is scheduled to open July 14, 2008
7. Is it possible to see the parking office and if so, how can this be arranged?
No, it is not possible to see the parking office. However, you are welcome to tour the parking facilities on campus during regular business hours. Security procedures remain the same for access to the campus. Please do not interfere with the operations of the current parking attendants when touring the garages and parking lots.
8. Is there any weekend staffing requirements and if so, what are they?
There are no parking attendants during the weekends.
9. What are the staffing requirements for holidays if any?
There are no requirements for parking attendants during federal holidays. Parking on campus is an “open” policy other than handicap and red reserved spaces.
10. Please provide the total dollar value of the NIH parking contract for fiscal year 2007-2008. Please do not include any incentive payments in this figure.
The total for parking for option period 4 was a total of $6,156,831.14. Please note there are differences from the current contract and solicitation.
11. Please clarify the exact address for proposals that are to be hand delivered.

12. Can you provide the current staffing schedule detailed by each garage/lot with their associated work times?
The contractor is to decide the staffing levels for each parking facility. Current operating times are listed in the RFP.
13. Can you provide the annual revenues collected for each lot/garage detailed for each location?
This information will not be released.
14. Can you provide the incentive fees paid or penalties assessed for the last two years to the current operator?
This information will not be released.
15. Can you provide detail if the following items (A-J) are the property of NIH or the current operator? If they are property of NIH can you provide the number of each item located in each garage and lot in the RFP?
· 2 way radios
· Attendant booths in the locations and lots
· Time Clocks
· Port o Potties
· Water Coolers
· Storage Sheds (located by the booths)
· Microwaves
· Small Refrigerators
· Key Locks
· Chairs in the attendant Booths All items listed above with the exception of the attendant booths are the responsibility of the contractor and will not be supplied by the government. Attendant booths currently on site will remain and if needed to be replaced will be billed under the $100,000 as listed in the RFP.
16. Will the operator be responsible for providing the items listed (A-J) in the new garage MLP 11? Are there any other items the operator will be responsible for?
Yes, the contractor is responsible for the items listed above for MLP-11. Parking control equipment will be installed prior to the opening of the garage.
17. Can you provide information on the shift times for NIH?
Operating times for the parking garages and lots are listed in the RFP. NIH employee shift times vary depending on the institute they work for.
18. Can you provide information for the vehicle annual claim history for the each of the garages and lots in the RFP?
This information will not be released. The government does not maintain this information.
19. We noticed a golf cart used as a patient shuttle, does that belong to NIH or the current operator. Does NIH require the new operator to use the cart?
The golf cart is used to assist patient transportation from areas in the garage to the elevator. It is intended that the contractor will continue to use this cart. Replacement of this cart will be billed under the $100,000 as listed in the RFP.
20. Will the NIH entertain extending the deadlines for the response of this solicitation? We respectfully request an additional one week?
Proposals are due at the location indicated in the solicitation and also in item #12 by 2:00 PM EST, Monday May 19, 2008.
21. What type of meters or used on the campus? The reference is to electronic, what is the manufacturer and model type?
The current meters on campus are: Duncan Industries VIP Meter
22. Does the contractor collect the money from the meters? If so, does NIH have collection equipment and counting equipment?
Yes, the contractor collects money from the meters. The contractor is entirely responsible for this process and any equipment required.
23. Does NIH assign their employees to park in specific lots?
Employees are not assigned to specific lots.
24. Who is responsible for insurance on the electric cart referenced on page 15?
The contractor is responsible for all insurance as stated in the RFP.
25. What are the hours of operation for each parking lot and garage?
Please see solicitation for hours of operation.
26. What are the days of operation for each parking lot and garage required to be staffed?
Parking lots and garages are currently staffed Monday through Friday.
27. If the NIH police enforce the meters, what entity is responsible for the collection of these citations? That is assuming there are citations with monetary fees.
The NIH Police is responsible for all parking enforcement including meters. Any parking tickets issued and their collection is handled by the NIH Police and the US Court.
28. Does the contactor collect all the parking fees related to employees paid parking?
The contractor can sell hourly and monthly parking stickers to institutes.
29. Section B.4 Compensation and Fee Collections (page 11) briefly mentions the acceptances of credit card payments. Are credit card payments to be accepted at all lots where revenues are collected? If yes, who is responsible for the cost of the credit card acceptances equipment, required phones lines and associated fees?
Yes, credit cards will be accepted at all lots that revenue is collected. NIH will purchase equipment. The associated fees will be offset by the revenue collected.
