DOMESTIC COLD WATER PRESSURE ISSUE
RECOMMENDED REPORT

Executive Summary
Our firm “DS Engineering Inc” (DSE), has provided site visits to the facility located at address above, to observe with recommendations of excessive building pressures related to the domestic cold water main.
From site visits July 23, 2019, and December 18, 2019, meetings with facilities engineering staff, this report provides a recommendation to replace and upgrade the existing building pressure reducing valve (PRV) station located at LOWER LEVEL Parking area. The new PRV assembly should improve the overall building domestic water pressure including when a large volume of water for SAND FILTER FLUSH process uses approximately 400 gallons for 5 minutes, twice a week, occur for the aquarium (per NOAA).
Recommend to use a “ZURN Wilkins” Model ZW209-O-Y-V-HP-GL 4” size pressure reducing valve assembly, complete with additional 2.0” ZW209 bypass as noted from manufacturer’s cut-sheet.
Recommend to also provide a ¾” capped cold water line with ball-valve for future expansion tank, to be located at discharge of new indoor PRV station. The expansion tank will be mounted in an adjacent open vault next to PRV station, at lower Garage Level.
Technical Existing Conditions & Recommendations:
EXISTING CONDITIONS:
The facility has the main domestic water service from (2) existing “City of San Diego” water meters, 2 inch size, with backflow preventer’s and PRV’s. The incoming water pressure from the street is 150-170 PSIG, and exceeds the 2016 California Plumbing Code water pressure to inside building of 80 PSIG. Both existing PRV’s are set to reduce street pressure to around 90 PSIG currently.
NOAA facilities engineering discussed how the (2) existing PRV’s fail after 1 year, and constantly need to be replaced. The facility has an additional PRV that is set from 90 PSIG to 70 PSIG, to comply with code requirements of water pressure to inside buildings. Over the years, this additional PRV appears to fail to hold the water pressure to 80 PSIG or less, and the building experiences large pressure fluctuations.
BUILDING PRV RECOMMENDATIONS:
1. LOWEST COST SOLUTION – Instead of replacing the (2) existing PRV stations at the street water meter location, recommend to replace the indoor PRV assembly with a new PRV system.
2. HIGHER COST SOLUTION – Replace both PRV stations, and (2) 2 inch reduced pressure backflow devices with new 4 inch sized PRV and backflow assembly. This is a much higher cost due to dealing with existing valves near storm water detention/bio-swale landscape, and cost of underground trenching plus large concrete vault to house the new plumbing valves and assemblies.
REPORT NOTES:
The report from DSE is based upon basic observations of the existing site conditions and information received from “NOAA” plus discussions at site meetings. This report does not include any unforeseen conditions, site civil conditions, or process systems that are connected to the existing building domestic water system.
