STATEMENT OF WORK
NOAA/NATIONAL MARINE FISHERIES SERVICE
Southwest Fisheries Science Center Operations and Management
Performance Site: 8901 La Jolla Shores Drive, La Jolla CA, 92037-1509
NMFS Project Leader: Matthew Vogel at (858) 334-2880
Base Performance Period: 120 Days from Notice to Proceed
BACKGROUND: NOAA National Marine Fisheries Service, Southwest Fisheries Science Center (SWFSC) has a requirement for repair domestic and sanitary sewer water piping, valves, sumps, and appurtenances throughout the facility. La Jolla Laboratory’s domestic water is provided by the City of San Diego. City water pressures have large variances causing multiple pressure reducing valve and piping failures since the facility was occupied in 2012.
SCOPE OF WORK: The Contractor shall provide all labor, materials, equipment, and permits to repair various domestic and sanitary sewer water piping, valves, sumps, and appurtenances. System should remain operational at all times and all required shutdowns shall be approved by the Facility Manager. Tasks are detailed below:
TASKS:
1. Install 4 inch primary pressure reducing station with 2 inch low flow bypass
a. Coordinate shutdown and maintain low flow domestic water supply during work
b. Isolate and drain system
c. Install new dual feed backflow and water pressure regulator station to include: (1) 4 inch Pressure Reducing Valve #300 flanges; (2) 4 inch Butterfly valves; (1) 2 inch pressure reducing valve #300 flanges; (1) 2 inch WYE strainer; (2) 2 inch full port ball valves; (4) inlet and outlet pressure gauges
d. Adjust two existing 2” backflow assemblies and pressure regulator at the City of San Diego street connection to meet design conditions
e. Install ¾ inch piping and new expansion tank in accordance with manufacturer’s instructions, attachment 4.
f. Coordinate work requiring City of San Diego permits and inspection
g. Submit piping system drawings and all associated materials to be used prior to start of work
h. Test backflow in accordance with City of San Diego requirements
i. See Attachment 1: DCW PRV Report.pdf. Design Changes Engineering for design recommendations and basis for repairs.
2. Duplex Sewage Pump Station SP-1 for primary sanitary sewer
a. Remove two (2) existing Homa AUX336-225 submersible pumps
b. Clean sump of all solids
c. Install new stainless steel guide rail system to include relocating upper guide rail brackets from the lid to an aluminum bracket inside the sump
d. Install two (2) brass check valves and two (2) SCH-80 PVC isolation ball valves above sump cover
e. Install four (4) new level control floats and cabling
f. Replace all copper piping inside the sump with Schedule 80 PVC
g. Install 2 new Tsurumi Cutter pumps or approved equal submersible pumps to match existing Homa AUX336-225 (see Attachment 2: Tsurumi Pump Specifications.pdf for Tsurumi cutter pump specifications)
h. Install one (1) three inch female adapter outside tank to adapt copper fitting to SCH-80 PVC
3. Duplex Sump Pump Station SP-2 or equivalent for seawater backwash and condenser water
a. Remove two (2) existing Weil submersible pumps
b. Clean sump of all solids
c. Install two (2) new swing style check valves above the sump basin cover for non-confined space access. Swing style check valve shall be 3 inch flanged end swing style check valve ANSI Class 150, 316 stainless steel disc with teflon insert and seat, full port, in-line serviceable, and (2) inlet/outlet pressure gauges
d. Install two (2) new 3 inch PVC Schedule 80 ball valves above the sump basin cover
e. Install 2 new BJM Model JX15SS submersible pump - 316 SS (see Attachment 3: SP-2 BJM Pump Specification.pdf for pump specifications)
f. Turnover existing Weil pumps for back-ups
g. Return system to fully operational status
4. Cooling Tower Piping Repairs
a. Provide labor, materials, and equipment to surface prep and epoxy coat existing steel condenser piping and flanges near the cooling tower (approximately 250 sqft)
5. Freezer Condenser Water Heat Exchanger
a. Remove existing fouled freezer cooling water heat exchanger located in the chiller room 112
b. Install NOAA provided freezer cooling water heat exchanger to replace existing fouled heat exchanger
6. Clean 42F chiller heat exchangers and piping
a. Work to coordinated to have at least one module running for low load demand
b. Install 3 inch heat exchanger service tee’s and drain valves for all four (4) condenser water heat exchangers
c. Clean four (4) heat exchangers, backflush, chemical clean each of the condenser water heat exchangers in accordance with manufacturer’s written instructions
d. Perform annual maintenance, and restore chiller to service
e. Provide written report of work performed and recommendations
7. Clean 29F chiller heat exchangers and annual maintenance
a. Work to coordinated to have at least one module running for low load demand
b. Clean four (4) heat exchangers, backflush, chemical clean each of the condenser water heat exchangers in accordance with manufacturer’s written instructions
c. Perform annual maintenance, and restore chiller to service
d. Provide written report of work performed and recommendations
8. Operator training and demonstration by manufacturer’s qualified personnel after all work has been completed to the satisfaction of the Facility Manager.
Health & Safety Regulations:
It is the responsibility of the contractor to comply with all applicable Local, State, and Federal Laws governing the Health & Safety of its employees including all regulations under the Occupational Safety & Health Act (OSHA). Such compliance shall include but is not limited to ensuring that all employees are properly trained for the work to be performed and have been supplied with all necessary protective and safety equipment. Dispose of hazardous waste from service in accordance with California State Law.

Operation and Maintenance Records:
Contractor shall provide a Manufacturer’s startup report to the Facility Manager, who is responsible for the equipment within 10 days of startup. Note and report any discrepancies that would affect equipment operations. Provide operation and maintenance manuals (O&Ms) and any other technical documents to perform preventative maintenance. Provide list of all spare parts and ordering instructions.
Period of Performance: 120 Days from Notice to Proceed
The contractor is not authorized to perform duties under this contract on days when the facility is closed, i.e., Government Furlough, inclement weather, power outages, legal and federal holidays, national pandemics, etc. unless otherwise noted. These will be considered non-working (non-pay) days. In the event of Federal dismissal or facility closure during normal work hours, the contractor will be notified directly by the NOAA Facility Manager to depart from the facility. Work to be coordinated to maintain minimal water supply for critical systems. Work to be performed during normal duty hours of Monday - Friday 6AM - 4PM, unless approved at least 24 hours in advance by the Facility Manager.
Qualification of Technicians:
The onsite personnel must provide documentation that they have performed similar work. Personnel must be properly licensed and certified as required by federal, state, or local law, codes, or ordinances.
Contractor Sign in and out:
Contractors shall sign in/sign out at the Reception Desk when arriving/leaving. All contractors shall wear company branded/labeled attire and contractors shall display the Southwest Fisheries Science Center (SWFSC) visitor badge at all times.
Non-Personal Service Contract Statement:
Contractor employees performing services under this contract shall be controlled, directed and supervised at all times by management personnel of the contractor. Contractor employees shall perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The Government will perform the inspection and acceptance of the completed work.
Contract Administration:
The Facility Manager is responsible for the overall scheduling of the project activity and selection of communication needs. The contractor is responsible for scheduling the work to be done each day, within the work schedule of the SWFSC staff.
The Government does not provide insurance to the Contractor and, under most circumstances, is not liable for injuries suffered by the Contractor during the performance of duties.
