NDS used a combination of field data collection, Google Earth, and the same ODOT resources such as OGRIP and PathWeb as provided for this RFP. In addition to the contract with ODOT, NDS has captured MIRE data for hundreds of thousands of intersections and even more segments throughout the nation over our 35-year history. We provide the most thorough field training available relating to safety, equipment application, and quality control, giving our field staff the ability to make smart and well-informed decisions at every stage of their involvement on your project.

All staff at NDS are thoroughly trained in identifying all of the intersection and segment elements as outlined in the RFP. There is no additional training required to complete this contract. We assign dedicated staff to each project who provide the highest level of customer service and who will work with ODOT on every aspect of the contract.

NDS will use a multi-faceted approach to the data collection, tailored to meet contract requirements. We provide active communication; rapid response times; insightful recommendations; safe, thorough, and contract compliant field data collection; and unparalleled quality control and analysis techniques. Our deliverables conform to meet all contract requirements.

Kevin Deal will serve as the Project Manager and Jonathan Brubaker will serve as the Project Coordinator for this contract. Kevin and Jonathan served in the same capacity for the previous ODOT contract. This unique experience will serve to hasten the collection process, yield informed recommendations to ODOT, and result in unmatched accuracy throughout the contract lifecycle. With a combined 27 years of traffic data collection experience Kevin and Jonathan will act as primary points of contact, working closely with ODOT to create a streamlined environment that promotes effective communication from collection management to data delivery, with meaningful progress reports along the way. NDS seasoned and full-time collectors will be used to complete any field related efforts. Our local expertise paired with our national contract experience will result in the most accurate, on-schedule, and reliable data.

NDS is willing and able to perform the services described in the RFP and our proposal response. NDS is financially sound with the funding, equipment, and personnel required to successfully complete this contract. This bid shall remain valid for a period of sixty (60) calendar days after the date of the bid opening. I, Abraham (Avi) Tashman, contact information below, have authority to negotiate for and bind the company. I attest that all information contained in this proposal is true and correct. Please contact me if you need any additional information, to schedule an interview, or a vendor presentation.

Organizational Experience and Capabilities

INTENT

NDS is confident in our ability to successfully complete this project for the following reasons:

• NDS has previous experience working with ODOT as the contract holder for MIRE Intersection Data Collection and gained a comprehensive understanding of the relevant ODOT LRS, File Geodatabases, reporting preferences, available ODOT imagery resources, and general data collection requirements. The schedule outlined by the previous contract was significantly more aggressive with a daily requirement of 1,000 intersections surveyed for a total of approximately 290,000 intersections over a 3-year contract. Our experience servicing this contract has more than adequately prepared us to meet the schedule and collection requirements as outlined in this RFP.

• NDS has collected MIRE Roadway Attribute data for hundreds of thousands of segments throughout the nation over our 35-year history.

• Our field staff collect roadway attribute data on a daily basis and our quality control staff are experienced in reviewing all intersection, intersection approach, and roadway segment attributes for accuracy.

Initial review of the project:

• NDS conducted an initial map-based survey of the entire state of Ohio to determine the percentage distribution of urban, suburban, and rural communities.

• We tested several methods of field data collection in rural, suburban, and urban communities and have accounted for various field and traffic conditions in our proposed pricing. Our pricing is field tested.

• We have designed a quality control and active data review process that will effectively eliminate the possibility that inaccurate data could go unnoticed.

• NDS can leverage the experience of previous MIRE studies, sign inventories, and transportation studies to preempt possible data collection pitfalls.

• We have ample experienced data collection staff to undertake this substantial study.

As a result of this assessment, we are confident that our proposed methods of collection will produce the most quality driven and cost-effective product that will exceed schedule expectations.

SUB VENDORS

NDS will not use sub vendors for this contract.

FINANCIAL CONDITION

NDS is financially strong and could sustain its payroll throughout large projects. There are no financial impediments to the successful completion of this contract. We have no pending litigation, no planned office closures nor any pending mergers. Additionally, we are not, nor have we ever filed for bankruptcy.

INSURANCE

NDS currently is in compliance with industry standard insurance policy limits and can provide evidence in the form of the certificates executed by the insurance companies. In addition to standard coverages, this includes professional liability as well as a $5,000,000 umbrella.

WORKFLOW

OFFICE WORK

• The Project Coordinator in coordination with the Lead Data Analyst will create daily assignments for NDS auditors.

• For each segment geometry, an NDS auditor will perform an initial sweep of available imagery to ensure that: the imagery is sufficiently clear to audit all roadway attributes, and to ensure that the imagery chosen was taken most recently and represents the most up-to-date site conditions.

• For segment geometries that do not have imagery with acceptable quality, NDS auditors will recommend field data collection. If only a portion of the segment geometry does not have supporting imagery, field data collection may only be recommended for the identified portion.

• For segment geometries with quality imagery, the auditors will review all attributes against the existing File Geodatabase. Incorrect entries will be corrected and missing entries will be added. A record of modified fields will be maintained per segment geometry along with comments that may or may not require further discussion with ODOT.

• After initial review has been completed, a secondary review of all elements will be conducted to ensure data integrity throughout this project.

FIELD WORK

Equipment (per surveyor)

• NDS vehicle

• Tablet w/cellular connectivity

• GPS Receiver

• Measuring Wheel

Method

• The Project Coordinator prepares daily route maps for each surveyor

• A Field Manager reviews all route maps and discusses foreseeable challenges with each surveyor

• Surveyors record data using ArcGIS along with a tablet and GPS receiver o Surveyors will be required to collect all attribute data for each assigned segment geometry. A measuring wheel will be used for field measurements and photo evidence will be required for each attribute.

• Field data is audited in real-time through ArcGIS

• Auditors review all uploaded roadway attributes against GPS coordinates and attribute photos

• Auditors recommend secondary review for segments found to be inconsistent with available aerial imagery

• The Project Coordinator includes the secondary review recommendations in newly created route maps, requiring photographic evidence of all roadway attributes

• Weather – NDS will attempt to overcome weather related challenges by collecting field data near Lake Erie during the summer months and moving inland during the winter months. NDS has accounted for at least 12 weeks of inactivity due to weather related variables.

• Construction – NDS will keep an active log of segment geometries under construction and will relay this information to ODOT for guidance. These segments will be revisited at the conclusion of the construction efforts.

• Extremely faded pavement markings – NDS will notate the specific location of lane markings that are so faded that it is unclear as to whether there was a purposeful attempt by ODOT to remove them. These questions will be raised to ODOT for guidance to ensure that those lanes are noted accurately.

Samples

Sample data has been provided for the following projects:

1) The same File Geodatabase provided for this RFP NDS auditors validated, corrected, and filled in data related to the fields titled FACILITY TYPE, NUMBER OF THROUGH LANES, AND LANE WIDTH. This was done for the entire data sample set.

ASSUMPTIONS

It was noticed that some segments had only 1 polyline created while others had 2 polylines created. In the event there were 2 different polylines for the same segment but located on different bounds, each bound was treated independently and filled out separately.

“MODIFIED” FIELD

This field was only used to enter the corrected or missing data value. If the original data was validated, this field was left blank. No changes were made to original field values.

“COMMENTS” FIELD

This field was used to note whether the record had been “Corrected” or “Validated”. An additional note was also included to associate an Object ID to unusually placed polylines.

2) ITB 303-21 ODOT MIRE Intersection Data Collection

i. NDS has included a sample dataset of the intersection attributes provided for this contract.

3) City of Brea, CA - Citywide Sign Inventory

i. NDS has included a sample dataset and a very small subset of the pictures (due to file sizes).
