Measurement and Payment Measurement and payment for all items in accordance with Appendix “B” shall be defined as follows:
• Single Story Structure – Exterior ground-floor footprint of the structure (measured to the outside face of exterior walls or foundation, including any attached covered porches or stoops that form part of the primary building envelope). Does not include detached sheds, carports, or slabs paid under other items.
• Multiple Story Structure – Sum of the exterior footprints of each floor level (ground floor plus every floor above ground level), measured to the outside face of exterior walls or foundation at that level. This accounts for multi-story volume and complexity while remaining a horizontal footprint measurement.
• Mobile Home – Exterior ground-floor footprint of the mobile home, measured to the outside face of the exterior walls or to the outer edge of any skirting affixed to the structure, whichever is greater. Includes any attached porches or steps that form part of the unit.
• Sheds, Lean-tos, Carports – Exterior footprint of any covered area (measured to the outside face of supporting posts, walls, or roof drip line, whichever produces the larger area). Open-sided structures are measured by the roofed/covered footprint.
• Concrete Slabs on Grade and/or Wood Decks – Measured exterior surface area of the slab or deck (length × width of the finished surface). For multi-level or irregular decks, measure each distinct surface. Does not include building foundations already paid under structure items.
• General Yard/Lot Debris/Bikes/Tires – To include (but not limited to):
o Discarded household furnishings and furniture (sofas, mattresses, box springs, chairs, tables, dressers, cabinets, etc.)

o Hot tubs, spas, or above-ground pools not paid under the swimming-pool pay item o Satellite dishes, antennas, poles, and associated cabling o Mailboxes, posts, and free-standing signs o Animal cages, kennels, dog houses, and similar enclosures o Scrap metal, discarded lumber, pallets, fencing remnants not paid as
“Fences,” and construction debris piles o Electronics (televisions, computers, monitors, stereo equipment) o Bags, piles, or loose collections of household trash, clothing, books, cardboard, plastic containers, and similar rubbish o Propane tanks (empty and purged as required by law) o Any other loose debris, rubbish, personal property, or miscellaneous materials located on the lot o Any other items not specifically listed herein or elsewhere on the Unit Price
List schedule that must be removed to leave the parcel clear of debris.

Work under this item may include, but is not limited to:
o Discovery, assessment, handling, containerization, transportation, and disposal of environmentally sensitive or regulated materials encountered during demolition or excavation (including materials requiring special permitting or handling beyond routine ACMs, refrigerants, or household hazardous materials already addressed in the Scope of Work);
o Preparation and submittal of applications, notices, or reports to the Florida Department of Environmental Protection (FDEP) or other regulatory agencies;

The hourly rate shall be fully burdened and inclusive of all labor, equipment, overhead, profit, and incidental costs. Materials, disposal fees, permit fees, and third-party laboratory or consultant costs that are not included in the hourly rate shall be reimbursed at actual cost with no markup when supported by invoices and approved in advance by the County.
o No work under this item shall be performed or paid without prior written authorization from the County Project Manager. The Bidder(s) shall maintain detailed daily records of labor hours, equipment, and costs and shall submit them with the invoice for each authorized Task Order.
Measurements are horizontal exterior footprints/surface areas only (not wall surface area or volume).
Areas paid under any structure, shed, carport, or slab item are excluded from payment under General Yard/Lot Debris.
Bidder(s) shall provide a simple sketch or marked aerial/photo with dimensions for verification on each Task Order. County reserves the right to field-measure.
Freon, mercury, or other regulated materials inside appliances remain the Bidder(s)’s responsibility under the SOW’s Disposal section (no extra payment).
If field conditions for items covered in Unit Item 6 (General Yard/Lot Debris/Bikes/Tires) prove to be more appropriately priced as either Cubic Yards or Tons, County and Contractor may elect to convert units to one measure or another in writing in order to achieve efficiencies.
Safety The Bidder(s) shall be responsible for providing protection and safety measures for persons and property on the project sites at all times. When any part of the structure or building must be left standing or any debris remains on the property at the conclusion of the workday, the Bidder(s) must secure the area to reduce the risk of injury, damage to equipment, and to minimize hazards by using fencing and signage. Failure by the Bidder(s) to appropriately secure the site, resulting in damages or injuries shall be the responsibility of the Bidder(s).
