Site Visit Notes

June 25, 2018

The purpose of this document is to identify topics discussed at the site visit.

Outages: Outages must be kept to a minimum. All outages will need to be coordinated with the Contracting Officer’s Representative (COR). Outages impacting switchgear, distribution panelboards , and common areas will need to occur during weekends. Outages impacting a single space, space that can be isolated (laboratories), may be scheduled during the week. One specific example of mixed work is panelboards in a dedicated office/ lab can be done during the week, but the bus duct breakers need to be done on the weekend as NIST will not sign an energized work permit to plug one in while energized.

NIST will accept certified reconditioned breakers in the interest of cost savings and minimizing outage times.

Gear Replacement: Equipment that is substituted for what is specified on the drawings will require a new arc flash study of that area. It is also preferred that the vendor replace like-for-like to the maximum extent possible. This will minimize any other unforeseen issues arising during the work.

Safety/Permitting: Prior to starting any work with live feeds, the contractor will be required to submit for approval an energized electrical work permit, the one area identified is use of a lineman to pull high voltage fuses. Approval may take up to a week.

Security: NIST has a strict security policy. The contractor shall assure that they have a sufficient number of badged employees to escort/supervise all non-badged employees and subcontractors. Non-badged employees must be within eyeline of a badged employee at all times.

Tracing: NIST’s expectation of the tracing requirement is for the contractor to make a practical/reasonable effort. Tracing efforts are not required to go beyond the adjacent lab or office space.

Generator: a small 3-5 kW generator to handle minor 120V loads is what was intended to handle small loads that cannot handle extended outages (personal computer, refrigerator with samples)

Statement of Work: In the event of a discrepancy between drawings, the clouds within the one line drawings should be used to depict the scope of this contract.

Solicitation: Nothing said during the site visit is to be considered a change to the solicitation. All vendor shall bid what is in the solicitation documents, unless they are changed via an amendment.
