Building 1 Breaker Replacement Statement of Work (SOW)
Background The Office of Facilities and Property Management (OFPM) of NIST has a requirement to replace circuit breakers in Buildings 1, Wing 1, Wing 2, IONS lab, Spine 2, Annex C/D. It is a goal of this contract to provide continued 24/7/365-day operation of our laboratories with zero interruption and down time to our technical program requirements. Normal business hours are Monday through Friday, between the hours of 7:00 am and 5:00 pm (excluding federal holidays).
Scope Remove and replace the circuit breakers for buildings as outlined in the attached drawings. Part of the requirement for this project shall be to coordinate with the end users an acceptable schedule. The COR shall facilitate the meetings, but is the contractor’s responsibility to attend and meet with all the affected users and develop a schedule accordingly. In addition, contractor shall provide temporary generator (small) power for any critical experiments/ offices.
Work that requires replacement of circuit breakers, panelboards, and/or feeders that affect more than a single isolated lab shall be performed on a weekend. This includes, but not limited to any electrical distribution equipment such as main switchgear, distribution panelboards, and/or panelboards used in common areas (hallways or offices). Major shutdowns that knock out HVAC can only be performed during the months of May through October. Scheduling shall include a two month notice. All work that involves taking down main switchgear requires the services of a high voltage lineman, which shall be provided by the contractor. In addition, all power shall be restored at the end of the days work (no multiple day shutdowns). For all outages that involve a significant portion of the building (including main switchgear and distribution panelboards), outages shall be coordinated to coincide with NIST site wide outages where possible (These are the weekend prior to Memorial Day and weekend prior to Labor Day).
Base Project: B1 Wing 1
CLIN 0001: This requires all breaker replacement/ testing/ adjustment for the electrical service down to the panelboards that originates from B1 Wing 1 switchgear shown on the drawings provided. This scope is identified by the provided one lines in the drawing package. The associated plan drawings and demo one lines are for information and reference.
CLIN 0002: The base requirement will also include a contract line item for emergency or unforeseen repairs, not to exceed $10,000. This line item shall be inclusive of the base project and any awarded options. Any work performed under this line item shall be authorized by the CO prior to being initiated. The contractor shall submit a quote, along with a detailed description of the work to be completed. The quote will then be evaluated for price reasonableness. The CO will approve the work based on the quote and concurrence from the COR. The contractor exceeds the amount approved by the CO at their own risk. The quote will include labor (at the hourly rate established in the contract) and material and equipment (at cost, plus direct handling fees that may be charged) to perform authorized repair. The government will not pay any markup, overhead or profit, on subcontractor invoices. FAR 52.212-4, Alternate I, applies to this line item.
Option 1: B1 IONS Lab
This requires all breaker replacement/ testing/ adjustment for the electrical service down to the panelboards that originates from IONS Lab switchgear shown on the drawings provided. This scope is identified by the provided one lines in the drawing package. The associated plan drawings and demo one lines are for information and reference.
Building 1 Circuit Breaker Replacement
Option 2: B1 Wing 2
This requires all breaker replacement/ testing/ adjustment for the electrical service down to the panelboards that originates from B1 Wing 2 switchgear shown on the drawings provided. This scope is identified by the provided one lines in the drawing package. The associated plan drawings and demo one lines are for information and reference.
Option 3: B1 2nd Floor Spine
This requires all breaker replacement/ testing/ adjustment for the electrical service down to the panelboards that are located on the B1 2nd Floor Spine as shown on the drawings provided. This scope is identified by the provided one lines in the drawing package. The associated plan drawings and demo one lines are for information and reference.
Option 4: B1 Annex C/D
This requires all breaker replacement/ testing/ adjustment for the electrical service down to the panelboards that are located in the B1 Annex C and D as shown on the drawings provided. This scope is identified by the provided one lines in the drawing package. The associated plan drawings and demo one lines are for information and reference.

Key Personnel
The Project Manager must have a minimum 10 years’ experience as a Project Manager on projects of similar in size and complexity to this project. The Project Manager in this context shall mean the individual with the responsibility for the overall management of the project, including the responsibility for quality and production of the Statement of Work.
The Electrical Foreman must have a minimum 10 years’ experience as an Electrician on project of similar in size and complexity to this project. The individual shall be licensed journeyman electrician in the State of Colorado.
The key personnel are subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project or ensure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders shall be made the subject of claim for extension of time for excess costs or damages by the Contractor.
Security Only “hard-badged” vendors can work without escort, and open/monitor loading dock access.
The contractor shall have hard badged employees, so he can escort any non hard-badged employees. NIST will require the full name of each of the vendors move team at least 1 day in advance for badging purposes, and these staff will have to report to the visitor center to receive a photo-ID badge before work can commence. The remaining staff would receive temporary badges at the visitor center.
Generally, contractors will be able to have access to the site during normal business hours, without Government escort, after the first phase of the badging process. This typically takes 5 to 30 days. The second phase of the badging process, which will be required for afterhours access, typically takes about four months, but can be a soon as one month or as much as a year.
Other Unique Requirements Since the buildings are occupied, the contractor will need to meet with the users to develop an outage schedule and coordinate outages with the COR. The COR will facilitate a meeting with the users.
Place of Performance The Boulder Campus of the National Institute of Standards and Technology (NIST), located at 325 Broadway Boulder Colorado 80305.
Period of Performance The period of performance for the base requirement is 360 days from award. The period of performance for the options, from the date they are exercised, are as follows:
Option 1:
360 days
Option 2:
240 days
Option 3:
240 days
Option 4:
90 days
Attachment I
In the event options are awarded with the base requirement, the work is expected to be completed concurrently so as to not affect the contact’s overall period of performance. The overall contract period of performance may be extended if the optional line items are exercised when the contract’s period of performance does not allow for the stated completion timeframe.
