QUESTIOND AND ANSWERS

Q. 1.So you were just describing which types of trucks I need to provide, not that the Navy would be providing the list of trucks below?
A. 1.Correct, the Navy was only providing a sample of possible trucks that would be needed to complete this requirement. The Navy will not be providing any vehicles for use under this contract except IAW SOW paragraph 6.2 Transportation.
Q.2.Can the Government clarify what location the surge personnel are to be priced at since there is a different direct labor rate for both locations?
A.2.The Government is clarifying the original set of CLINS and adding a new CLINS, so surge CLINS are listed for both sites.
Q.3.Will the Government consider extending the period of obtaining the Secret Clearance to 90 days or longer to allow adequate time for processing, or advise how the contractor can meet this requirement that will be beyond the contractor’s control?
A.3.The contractor’s supervisor/team lead(s) interim security clearances must be obtained within 30 days of contract award, all other contractor employees must obtain interim security clearances no later than 90 days after contract award.
Q.4.What will determine if the Government or the contractor will prepare and ship items from SNI?
A.4.The job walk, SOW paragraph 3.2.
Q.5.Will the contractor be required to transport material handling equipment (MHE) to the barge area and SNI for off-loading to and from barge from SNI or is this equipment available on SNI and dock area?
A.5.No MHE will be required except for the forklifts or possibly a crane, which the Government will provide.
Q.6.With the holiday of 4 of July 2016, would the Government consider extending the due date of the proposal to 8 July 2016 to allow adequate time for shipment around the holiday?
A.6.Yes, the proposal due date has been extended to 03:00 PM PST 08 July 2016.
Q.7.Does the Government expect positions to be backfilled during employee vacations?
A.7.No, we expect employees to work together and cover each other when an employee is absent from work.
Q.8.Will fuel also be provided for the forklifts?
A.8.Yes, the Government will provide all fuel required for this contract.
Q.9.Please provide the size of office space at each location.
A.9.The Government will provide space for 1 employee at China Lake and 1 employee at Point Mugu. China Lake office for contractor is 1,117 square feet; Point Mugu’s is 400 square feet.
Q.10.Please expound on requirement for disassembly of aircraft assemblies, components, and parts. Will the contractor need to account for potential crane support.
A.10.The aircraft assemblies, components and parts are like partial wings, nose assemblies, etc. No, it is not anticipated that any cranes or similar equipment will be required for this requirement (except forklifts). If a crane becomes necessary, the Government will provide.
Q.11.Are bidders to understand the Government is only identifying warehousemen/warehouse specialist to perform all contract requirements, to include requirements outside the SCA job description of Warehouse Specialist?
A.11.The Government has review SCA labor category 21410 Warehouse Specialist and has determined that the job description is applicable to the requirements in the RFP.
Q.12.Is the Government expecting bidders to provide a list of named personnel anticipated to perform on the contract or only to identify labor categories and job descriptions?
A.12.Per Section L, Contents of Proposal, paragraph 2.3.1.1 For any proposed supervisor/team lead provide resumes. So the Government wants names/resumes for supervisor/team leads only. Labor category has been identified as warehouseman specialist and job description is in the SOW.
Q.13.Recommending the Government modify the “at time of award” to a specific number of days after award to allow the bidder to complete their own forklift training as needed.
A.13.The Government has changed to:

*Note: The Government will arrange forklift license training within 60 days after contract award. If any contractor employees have current forklift license for China Lake or Point Mugu, contractor to state number of employees who have forklift license. All class training expense shall be the contractor’s responsibility. Additional requirements/clarification is available in NAVSUP Publication 538 6th Revision.

Q.14.Will there be a transition period? If so, how long.
A.14.This is a new requirement; therefore there is no transition period.
Q.15.Personnel must have, or be able to obtain the appropriate security clearance as stated on the DD254. Please provide DD Form 254.
A.15.DD254 is Attachment 5 to RFP and is included in this amendment.

Q.16. Section C, Paragraph 3.9. Surges. This paragraph discusses the reduction of work crews over the different option years. The reference stipulates option year five. Will the Government please correct the reference to option year five in the RFP?

A.16. Yes the Government corrects the CLINs to reflect the correct option year.

Q.17.FAR clause 52.222-2 is listed and under section (a) $0 is populated. Does this mean the Government is not authorizing overtime for pricing purposes.
A.17.That is correct, no overtime will be authorized.
Q.18.Work is defined as 2080 hours, exclusive of holidays and leave. Is each individual to be priced at a minimum of 1984 working hours?
A.18.The Government under estimated the hours at 1984, correct hours per employee per year is 2080.

The Government estimated 1984 for work year, how you propose the individuals is up to each contractor. Contractors are to propose a firm fixed price (FFP) per month, extend price 12 months for all work required.

Q.19.RFP states “contractor shall have a minimum of two employees per site with valid Courier Card to transport classified property”. Does the two employees per site include San Nicolas Island?
A.19.The Government request minimum 2 for Point Mugu (includes SNI) and minimum 2 for China Lake, a total of 4.
Q.20.Section C, SOW Para 5.1 of page 15 – states - “All contractor facilities shall provide an appropriate means of storage for controlled unclassified and classified documents, equipment and materials in accordance with Operation Security (OPSEC) requirements.” This implies the contractor must store classified material at the contractor’s facility. How much classified material does the government expects the contractor to store?
A.20.Paragraph 5.1 has been changed. The contractor will NOT be storing any Government materials, equipment/property. All storage shall be at Government provided facilities.
Q.21.Section C, SOW Para 5.1.3 of page 5 – states “The OSPEC program shall be in accordance with National Security Decision Directive (NSDD) 298, and at a minimum shall include (A00?). What is the CDRL being referenced?
A.21.This section has been changed to: 5.1.3 Operations Security (OPSEC): The contractor shall comply with the DD Form 254 OPSEC requirements. No CDRL.

Q.22. Section L, The Note at the bottom of Page 69 states – “Note: At a minimum, 1 employee at each site – China Lake and Point Mugu, shall have forklift license at time of award. All employees who do not have current forklift license shall coordinate with Government TPOC to arrange class. All class training expense shall be the contractor’s responsibility” Although our contractor employees have company forklift training and licenses in accordance with 29 CFR 1910.178, they are not government forklift licenses. Will the government arrange for contractors to acquire a government forklift license between proposal submittal & contract award?

A.22. No, the Government will work with awardee to arrange training for any employees who require forklift training after the contract is awarded.

Q.23.Section L, Labor Category qualifications on page 69 states “Have or be capable of obtaining forklift license to operate forklift on Government Installations. What size of forklift must contractors be licensed to operate?
A.23.Up to 12,000 pounds.
Q.24.Contractor employees currently have been trained and possess company issued courier cards in accordance with NIPSOM. Must additional Government courier cards be acquired?
A.24.No.
Q.25.Personnel must be able to obtain the appropriate security clearance as stated on the DD254. When will the Government be providing the DD Form 254?
A.25.See answer 15 above.
Q.26.What size and quantity of forklifts will the Government be providing at each site.
A.26.The Government will provide forklift(s) when job requires one. Job walks will determine the number and maximum size of forklift(s) required for specific job. Based on job walk, the Government will provide the required forklift(s) for a specific job.
Q.27.When will the final CDRLs be released? Will they have the same DIDs as the draft CDRLs?
A.27.CDRLs are being finalized now and will be provided in an amendment. If a DID requires a change, the correct DID will be included in the amendment.
Q.28.Our understanding is that items such as subcontractors, materials, and travel are considered ODCs. Where does the Government intend bidders to list non-travel ODCs?
A.28.Subcontractors are listed in ODC when the contract type is cost. This is FFP contract type, if you are using subcontracts; you need to include them in the FFP monthly price. Additionally, the Government will be providing materials required for use under this requirement, see SOW 6.6 extendable supplies. Travel is under SOW 4.0.
Q.29.Does the Government inventory of vehicles available include vehicles “capable of hauling up to 5 tons, carrying 2 man crews, having lift gate, and licensed to travel on California highways and interstates” at each site?
A.29.SOW 6.2 Transportation; if the government has a vehicle available, in accordance with this paragraph, then yes it will meet the needs for that specific job(s).
Q.30.CDRL A002 Real Property Inventory Detail List – This CDRL refers to DI-MGMT-80213. The information requested on this DID is requiring information regarding real property and does not seem to pertain to the items that will be re-utilized or disposed. Will the Government please identify an alternative CDRL/DID for this requirement?
A.30.This CDRL has been deleted and SOW paragraph 3.2.2 has been revised.
Q.31.CDRL A003 Trip/Travel Report – This CDRL refers to DI-MISC-81943 which states the information needed on a trip/travel report, including relevant observations during the trip and relevant conclusions/recommendations based on the trip. However, the CDRL states that reports need to be submitted NLT 5 days prior to travel date and references SOW Para. 4.2, page 15, which only discusses travel request requirements, not trip/travel reports. Will the Government identify a CDRL and DID which addresses travel requests?
A.31.This CDRL has been deleted and SOW paragraph 4.2 has been revised.
Q.32.CDRL A004 Technical Report-Study/Services refers to DI-MISC-80508 and SOW Para. 6.2.3, page 16, which requires the contractor to provide a monthly fuel mileage log to the TPOC. However, this DID requires results obtained for the analytic effort and conclusions and their condensed technical substantiations. Will the Government identify an alternative CDRL/DID for this fuel mileage log requirement?
A.32.This CDRL have been deleted SOW paragraph 6.2.3 have been revised.
Q.33.CDRL A005 Purchase Order refers to SOW Para. 6.6.1, page 17 (which discusses purchase requests only) and DI-MISC-81616. This DID requires information that should be included in a Purchase Order, not a Purchase Request. Will the Government identify an alternative CDRL/DID for this purchase request requirement?
A.33.No, the Government changed SOW paragraph 6.6.1 to: The contractor shall submit a material purchase request/purchase order to the Government TPOC at least 5 days prior to needing any expendable materials. (CDRL A002).
Q.34.Does the inclusion of CPARS count against the 10 page limit?
A.34.No.
Q.35.Will the Government provided CDR: A00A.
A.35Final CDRLS and DIDs will be provided in the next amendment.
Q.36.Can the Government clarify number of vehicles required?
A.36.The contractor shall provide a vehicle for the supervisor/team lead at each site (Point Mugu and China Lake) and a vehicle for each 2 man crew.
Q.37.Can the Government clarify how it derived 1984 as a productive year since WD has 10 Holidays and 10 vacation days?
A.37.The Government underestimated the hours, correct hours per year are 2080. The Government took the total estimated number of hours divided by the estimated number of employees to reach the 19847. 35712/18=1984.
Q.38.Why is the Government not treating vehicle reimbursement as an ODC?
A.38.The Government can identify the requirement sufficiently as to determine a FFP type contract can be issued and ODC’s are normally in Cost-plus-fix-fee contracts.
Q.39.Can the Government clarify is the surge CLINS are for a total of two personnel or two 2-man crews for a total of 4 FTEs.
A.39.Each surge CLIN is for a two man crew, with three surge CLINs per year per site. SO each site, if additional crews are required, may exercise one 2-man crew, two 2- man crews or three 2-man crews.
Q.40.Will the RFP require a total of four (4) contractor personnel to have, or be eligible to receive a final Top Secret security clearance?
A.40.No, all personnel must have or be able to obtain a Secret Clearance.
Q.41.Section M does not have a placeholder to evaluate the responses for the vehicle requirement – Page 76 of the RFP shows that they will evaluate 1.1, understanding, through 1.4 Safety Plan. The is no 1.5 to match the 1.5 vehicles in Section L. How and in what section does the Government plan to evaluate the vehicle requirement?
A.41.The Government does not plan on evaluating vehicles beyond ensuring contractors provide enough (1 per supervisor and 1 per 2-man crew) and to ensure the vehicles can meet the requirements listed in 6.2.
Q.42.Can we hire sub-contractors i.e. owner operators?
A.42.You can subcontract any portion of the work, as long as the small business awarded the contract does at least 51% of the labor.
Q.43.Can we go through employment service, as needed?
A.43.See answer A.42. above.

Q.44.Do we determine how many trucks to supply of it exactly as stipulated?

A.44. Minimum requirements are listed in A.41 above, contractors may provide more if they determine there is a need.

Q.45.Does the size of the truck matter (in length) or do we just supply 24’ bobtails (stake trucks)? The issue on that is if we supply smaller trucks it is cheaper for us but entails more deliveries for them, cost is more for them, also we want to bid on equal level for these trucks. Size matters when purchasing.
A.45.The minimum is 24’ with lift gate and capable of hauling 5 tons. Also see answer A.41. above.
Q.46.Expected hours? Mon-Fri? Any Saturdays? Normal 8 hr days?
A.46.See Section H, NAVAIR Clause 5252.211-9502 and Section I FAR Clause 52.222-2.
Q.47.Assume we can store our equipment on the base?
A.47.Yes.
Q.48.They supply all tools and packing equipment?
A.48.See SOW paragraphs 6.6 Expendable Supplies, 7.0 Use of Government Equipment.
Q.49.Amendment 0001, Section C, SOW Paragraph 6.2, page 7 – This paragraph states “The contractor shall provide all vehicles required for the performance of this contract” but not state the quantity or size/type of vehicles. What sizes/types and quantities of vehicles, by site does the Government expect the contractor to provide?
A.49.See answers A.41. and A.46. above.
Q.50.Will the Government establish labor categories that are in-line with the Service Contract Act position descriptions? That being Material Coordinator, Material Expediter, Shipping Packer, Shipping/Receiving Clerk, Fork Lift Operator and warehouse Specialist?
A.50.The Government anticipates that the Supervisor/Team Lead, who are normally salary and exempt from SCA to do the Material Coordinator, Material Expediter and Supervisor/Team Lead work. The forklift and warehouseman specialist are the same rate of pay. The forklift work is less than 25% of the job and warehouseman work will be at least 75% of the work. The Government will add shipping/receiving clerk. The Government has revised Section I, FAR Clause 52.222-42 with the additional labor categories and Section L, Section 2.3 Workforce Qualifications. If a contractor has deemed additional labor categories are necessary, they pay propose them and explain why they included them.
Q.51.Will the Government indicate what is anticipated for personnel requirements at China Lake and Point Mugu to accomplish the difficult mission?
A.51.The Government anticipates six 2-man crews at China Lake and three 2-man crews at Point Mugu and a supervisor/team lead at each site.
Q.52.Will the Government provide the size and number of vehicles at each site as to offer a level playing field for bidding?
A.52.See answers A.41. and A.45. above.
Q.53.Will the Government re-evaluate this requirement (Section H, NAVAIR Clause 5252.228-9501 Liability Insurance), bidders to this contract we are not contractually to operate these crafts.
A.53.The NAVAIR Clause:
5252.228-9501LIABILITY INSURANCE (NAVAIR) (MAR 1999)
The following types of insurance are required in accordance with the clause entitled, FAR 52.228-5, Insurance--Work on a Government Installation and shall be maintained in the minimum amounts shown:
(a) Comprehensive General Liability: $200,000 per person and $500,000 per accident for bodily injury.
(b) Automobile Insurance: $200,000 per person and $500,000 per accident for bodily injury and $500,000 per accident for property damage.
(c) Standard Workman's Compensation and Employer's Liability Insurance (or, where maritime employment is involved, Longshoremen's and Harbor Worker's Compensation Insurance) in the minimum amount of $100,000.
(d) Aircraft public and passenger liability: $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability; $200,000 per occurrence for property damage. Passenger bodily injury liability limits of $200,000 per passenger, multiplied by the number of seats or number of passengers, whichever is greater.

The aircraft insurance is for passenger liability, and will remain unchanged.

Q.54.Past Performance Matrix (7) – Will the Government please clarify what additional information is required other than date sent, method of transmittal, and point of contact?
A.54.Past Performance Matrix # (7) states:

Under the heading of “Confirmation,” provide the date, point of contact that confirmed receipt of the Past Performance Questionnaire Package for Services, and the method of transmittal. Merely a statement by the Offeror that the Past Performance Questionnaire Package for Services was delivered to the customer on a specific date is not sufficient. If contract is in the Contractor Performance Assessment Reporting System (CPARS), and the assessment report is not more than 12 months old, annotate in this column that the contract is in CPARS and the date of the most recent Contractor Performance Assessment Report.

Merely a statement the Past Performance Questionnaire Package for Services was delivered on a specific date does not include – method of transmittal or the point of contact that received the package. If it was email, the email address would be required, if it was faxed, the fax number would be required, if it was mailed, the address and who it was sent to a company would be required.

Q.55.In order to give the Government ample time to answer all contractor submitted questions and to fairly give all bidders ample time to make any necessary adjustments to their proposal in response to the answers provided, will the Government extend the due date of the proposal to one week beyond the release of answers from the Government?
A.55.Yes, the closing date has been extended to 11 July 2016, 12:00 PM PST.
Q.56.Will the Government consider additional time to the proposal submission date?

The Naval Air Warfare Center Weapons Division (NAWCWD) Command Disposal Project (CDP), 711000D/E, is chartered to provide re-utilization and disposal services for NAWCWD China Lake, Point Mugu and San Nicolas Island (SNI); disposal may be through the Defense Logistics Agency (DLA) Disposition Services, formerly known as the Defense Reutilization and Marketing Office (DRMO), base recycling, and other disposal methods. This requirement is for the disposal of excess equipment and material that the Government has accumulated over many years. The excess equipment and material are Government Property, which includes, but is not limited to: non-consumables, consumables, furniture and other property used, consumed or expended in the course of NAWCWD performance.

NAWCWD China Lake is adjacent to the city of Ridgecrest located in California's upper Mojave Desert. China Lake is a complex of laboratories, offices, instrument test stations, ordnance storage areas, gun and missile sites, ground/air test ranges, and an airfield. China Lake covers 17,000 square miles land range with approximately 2,000 buildings and a working population of approximately 6,000 Government, contractor and Military employees.

NAWCWD Point Mugu is located at Naval Base Ventura County, just west of Los Angeles, with 123,000 square feet of special-purpose laboratories and a working population of approximately 4,000 Government, contractor and Military employees. The 36,000 square-mile sea ranges, which include San Nicolas Island, supports both developmental and operational test and evaluation of missiles, free-fall weapons and electronic warfare systems. San Nicolas Island, 60 miles offshore, is used for littoral warfare training, including theater warfare exercises and includes launching facilities and a 10,000-foot runway.

1.2 General Scope of Work

The contractor shall provide command re-utilization and disposal services to support NAWCWD China Lake; Point Mugu and SNI. The tasking includes identifying, preparing and transporting of Government properties to a central processing site and disposal of Government properties that are either to be re-utilized or disposed of. Government properties vary vastly and can reside in rooms, hallways, closets, buildings, outside of buildings, fenced parking lots, dirt lots, and/or out in the open fields within the land ranges. The purpose of the services outlined in this Statement of Work (SOW) is to achieve a successful cleanup process that will free up and return tens of thousands of square footage to the Command.

3.0REQUIREMENTS
3.1Re-utilization and Disposal Services. The Contractor shall sort, transport, categorize, package, palletize, document and disassemble furniture/equipment at China Lake, Point Mugu and SNI. The Government may prepare and ship property from SNI and have the contractor off-load property from barge and transport to warehouse or the contractor may prepare, ship, off-load from barge and transport to warehouse or other holding site at Point Mugu. Examples of property include and are not limited to:

· Electronic test equipment

· Metal and wood furniture

· Aircraft assemblies, components, parts

· Scrap metal, copper and other property of reclamation value

· Rolling Stock to include trailers, vans, vehicles , forklifts,

· Paper documents

· Electronic media

· Computers

· Hard drives

· Computer Monitors

· Computer Peripherals

· Telephones

· Televisions

· Safes

3.2Job Order Procedure. The Government help desk will generate a Request for Service (RFS) ticket and forward it to the Government Technical Point of Contact (TPOC) to initiate an order for re-utilization and disposal services. The RFS will include location maps, and floorplans that are marked with material locations. The TPOC, after receipt of the RFS and will make contact with each Government Customer to schedule a walk-through for contractor to assess and survey the site. Upon completion of walk-through, the Contractor shall generate a job scope and submit the job scope to the TPOC. At a minimum the job scope shall include the contractor’s plan of action, description of items surveyed, type of equipment (i.e. roll-offs, fork-lift, etc.) required, and number of days required to perform job. (CDRL A001) The Government will provide roll-offs, forklifts and any other specialized equipment required for the job.
3.2.1Job Posting. Jobs are scheduled by the Government and will be posted for each month on the calendar board in the warehouse at the Government central location. The contractor will be notified of any priority job and adjust the schedule accordingly. Some priority jobs may require more than one crew; the contractor shall provide sufficient crews for each assigned job.
3.2.2Sort and Identify Property. The contractor shall sort property, identified by the Government Code Representative, for DLA Disposition Services, Hazardous Waste, recycling, shredding and shipment to the furniture warehouse.
3.2.3Handling Classified Documents/Equipment. The contractor shall package Classified Documents/Equipment in accordance with regulations listed in Section 2.0 of this document. The most current guidance shall always apply.
3.2.4Personally Identifiable Information (PII). If the contractor finds any PII (including, but not limited to financial records for individuals, social security number, education, etc.) the contractor shall not process the materials, but shall immediately contact the Government TPOC for further instruction on how to proceed.
3.3DLA Disposition Services Process. The contractor shall preprocess property before disposing of or transporting to DLA Disposition Services; such as, removal of batteries, circuit cards, cords, etc. The contractor will be provided with a completed DD 1348 by the Government for each item designated for DLA Disposition Services or shall produce completed DD 1348s for each item designated for DLA Disposition Services if directed by TPOC, and shall then return to the job site, attach the DD 1348s to corresponding equipment and prepare property for transport to DLA Disposition Services facility. To create DD 1348s, the contractor shall be granted by the Government, access to Electronic Turn-In Documents (ETIDs) database.
3.3.1China Lake Process. The contractor shall contact the DLA Disposition Services to schedule a time for drop-off. The contractor shall transport property designated for DLA Disposition Services to the warehouse at the Government installation at the schedule time/day.
3.3.2Point Mugu Process. The contractor shall attach the DD 1348 to property designated for DLA Disposition Services and leave property at the Point Mugu site. The contractor shall coordinate with DLA Disposition Services to schedule pick-up.
3.3.3Government Warehouse Process. The contractor shall transport property to Government warehouse as required in the RFS or specified by the Government Technical Point of Contact (TPOC). Items shall be processed for disposal or reuse from the warehouse and disposed of per 3.3.1 or 3.3.2 above.
3.4Packaging. The contractor shall prepare the property for shipping to include palletizing, wrapping, and preparing for disposal in accordance with referenced regulations. The contractor shall move property as necessary for storage or lading onto transportation vehicles.
3.5.Delivery.
3.5.1For China Lake, the contractor shall schedule an appointment for property disposal and deliver the excess property to the warehouse. The contractor shall coordinate with the TPOC to request recycling and waste containers to be delivered to site and removed from site.
3.5.2For Point Mugu the contractor shall coordinate with DLA Disposition Services at Port Hueneme, CA for delivery to DLA Disposition Services at Port Hueneme, CA or schedule direct pick-up at the Point Mugu site.
3.6Disposal of Classified Item. In accordance with Security Procedures, Government users will identify classified property that the contractor shall prepare from current location for transport to appropriate disposal site. The contractor shall package and wrap in accordance with the security requirements referenced in Section 2.0 of this SOW. The Contractor shall comply with DoD 5220.00 NISPOM Chapter 5, Safeguarding Classified Material and IAW Paragraph 5-410 shall possess an identification card ((courier card) issued by the prime contractor in order to transport classified property.
3.6.1China Lake Process. The contractor shall remove hard drives, degauss and transport to Shred Facility. If the property to be destroyed is classified, it must be properly wrapped and marked in accordance with security requirements detailed in DoD 5220.22-M in Section 2.0 of this SOW.
3.6.2Point Mugu Process. The contractor shall call the Point Mugu TPOC to make arrangements for pick-up of classified and unclassified hard drives.
3.7Closing Request for Service (RFS). For each job, the contractor shall perform a final inspection and submit RFS ticket to Government TPOC for closure.
3.8Capabilities. Contractor shall provide personnel with the capability of:

· Lifting up to 55 pounds

· Removing, identifying, sorting, and replacing similar property in tri-wall storage containers

· Operating hand moving equipment such as, but not limited to, pallet jacks, floor dollies and hand trucks

· Operating forklifts, stake body trucks and pallet movers

· Disassemble furniture, computer equipment and electronic assemblies

· Operating/driving forklift up to 12,000 pounds

3.9SURGEs. The Government is unsure of the amount of materials and equipment that will need to be re-utilized or destroyed, so for Option Years Three, Four and Five the Government has estimated that the crews may be reduced by three, two man crews per site. However, in case the work does not decrease as estimated, the Government has added three additional options per option year three, four and five; for each site, each additional option is for a two person crew.

4.2 For each instance of travel, the contractor will submit a travel request to the Government in writing (email is considered in writing). Each travel request must be approved by the TPOC at least 5 days prior to travel date. The travel request shall minimally include:

· Date and duration of proposed travel

· Purpose of travel

· Destination

· Cost estimate (per diem, lodging and miscellaneous expenses)

· Total travel allowance for the contract year

· Total travel cost expended to date

· Contractor’s approval signatures

5.0SECURITY
5.1Security and Classified Data.
5.1.1The contractor shall provide personnel with the appropriate personnel security clearance levels for the work to be performed. Access to SECRET information is required in the performance of this contract and shall be IAW DoD 5220.22-M , NISPOM, applicable DoD personnel security regulations and DoD Contract Security Classification Specification (DD Form 254). The contractor shall maintain sufficiently cleared personnel to perform the work required by this PWS IAW the DD Form 254 and the contract. All contractor personnel shall possess the requisite security clearance, accesses, and need-to-know commensurate with the requirements of their positions.
5.1.2The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information and to control distribution of controlled unclassified and classified information in accordance with the NISPOM and DoDM 5200.01, Information Security Program Manual. The DD Form 254 defines program specific security requirements. All controlled unclassified technical information shall be appropriately identified and marked as For Official Use Only in accordance with DoDM 5200.01 (Information Security Program Manual (Volume 4) available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf. .
5.1.3Operations Security (OPSEC): The contractor shall comply with the DD Form 254 OPSEC requirements.
5.1.4Public Release: Any controlled unclassified information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release through Commander, Code 744000D/E, Naval Air Warfare Center Weapons Division, 1 Administration Circle, STOP 1301, China Lake, California 9355-6100.
6.0SPECIAL CONSIDERATIONS
6.1Government Spaces. The Government will provide 1 office space at China Lake and 1 space at Point Mugu, CA for contractor use. The Government space will include access to a desk, chair, filing cabinet, phone, and computer (access to printer) and consumable office supplies (i.e. pens, paper, and paper clips).
6.2Transportation. The contractor shall provide all vehicles required for the performance of this contract unless shared access is authorized by the Government. Contractor personnel may use Government Owned Government Operated (GOGO) vehicles managed through the Transportation Office, NAVFAC Southwest, Code 270, under the following conditions: TPOC concurrence with the contractor’s need to use GOGO vehicle(s); TPOC oversight to ensure compliance with DoD 4500.36-R; clause 5252.228-9501, LIABILITY INSURANCE is included in this contract and applies to the use of GOGO vehicles; the contractor shall meet all training and licensing requirements to operate the GOGO vehicles and equipment, as defined in NAVFAC P-300; the contractor need for GOGO vehicles and equipment shall not interfere with Government use of those vehicles and equipment; and use of GOGO vehicles is for work on a Government site and is for official use only for specific contract requirements.
6.2.1Transport Capacity. Con tractor vehicles shall be capable of hauling up to 5 tons, carrying 2 man crew, having lift gate, and licensed to travel on California highways and interstates. Additionally, the contractor shall provide a “boxed” or enclosed vehicle (like a van) for each site for transporting classified or sensitive documents. Some areas are very remote and may require four-wheel drive vehicles to reach remote site(s). All contractor personnel shall have current California driver’s license.
6.2.2License. All contractor personnel shall have current license to drive forklifts on federal property. If some personnel do not have current license, the TPOC will provide the contractor with information on who to contact for obtaining the license for the employees who do not have current license. The contractor is liable for any costs in obtaining license. At no time shall any contractor personnel operate forklift on federal property without current license.
6.2.3Fueling. The Government will provide gas/diesel card for fuel for contractor use for refueling vehicles used in support of this contract. Mileage log shall be required for any vehicle used for contract support.
6.3Specialized Training. The contractor is required to complete all required Government training such as, but not limited to Safety, Environmental, HAZMAT, and Range access. The contractor will be notified by the TPOC for each site of specialized training required and dates/time for each training. This training will be provided by the Government at no cost to the contractor.
6.4Extreme Conditions. Some buildings are in remote locations and may have no heat/air conditioner; as a result the buildings may be extremely hot or cold. The contractor shall be prepared for all weather conditions. Additionally, some buildings may be inhabited by bugs, spiders, rodents, snakes and other insects/animals and the contractor needs to dress appropriately and take caution as situation requires.
6.5Personal Protective Equipment (PPE). The Contractor shall furnish safety equipment to include, but not limited to, gloves, safety glasses, steel toed shoes, and any other related equipment to safely complete all tasks.
6.6Expendable supplies. The Government will provide consumables for the performance of this contract. Examples of consumables include and are not limited to the following:

· Shrink wrap

· Pallets

· Corrugated boxes of various sizes

· Banding straps

· Banding equipment

6.6.1 The contractor shall submit a material purchase request/purchase order to the Government TPOC at least 5 days prior to needing any expendable materials. (CDRL A002) The request shall include at a minimum:

· Date of request

· Purpose of material

· Quantity of each item requested

· Description of each item requested

7.0 USE OF GOVERNMENT EQUIPMENT. The Government will provide tool kits for each contractor vehicle to be used in support of this contract. The contractor shall inventory all Government provided equipment at the end of each day. If any Government provided equipment is damaged or missing, the supervisor/team lead shall immediately notify the TPOC. If the damage or equipment loss is due to contractor neglect, the contractor may be required to replace equipment.

7.1 The Government will provide the following equipment for use in each vehicle provided to support this contract:

· Hand Trucks, 1 per vehicle

· Ladders, 1 per truck

7.2 The Government will provide at a minimum 1 motorized pallet jack and floor dolly per warehouse.
