SCOPE OF INFORMATION TECHNOLOGY/CYBER SECURITY FOLLOW-ON CONTRACT

The scope of this effort encompasses engineering services to be provided to the Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA. The contractor shall provide support for Test and Evaluation (T&E) and systems engineering activities related to Aegis Ballistic Missile Defense (BMD) Program. Tasking includes Operations Research Support, Physics Analysis, Test Plans and Procedures, Test Data Collection Analysis and Test Data Review, Test Monitoring and Real-Time Mission Conduct Support, Technical Management Support, technical reports and briefing preparations.

RATING SCALE

Please use the following ratings to answer the questions. If you are unable to rate an item because it was not a requirement, never an issue, or you have no knowledge of the item in question, then you should mark Neutral.

EVALUATION CRITERIA

Very Low (VL): Based on the offeror's experience or past performance, essentially no doubt exists that the offeror will successfully perform the required effort.

Low (L): Based on the offeror's experience or past performance, little doubt exists that the offeror will successfully perform the required effort.

Moderate (M): Based on the offeror's experience or past performance, some doubt exists that the offeror will successfully perform the required effort.

High (H): Based on the offeror's experience or past performance, substantial doubt exists that the offeror will successfully perform the required effort.

Very High (VH): Based on the offeror's experience or past performance, extreme doubt exists that the offeror will successfully perform the required effort.

Unknown (UNK): No performance record identifiable. This only applies to past performance.

NOTE:

For statements indicating “Very High” or “Very Low”, please provide a brief explanation in the comments section of the survey.

1. RELEVANCY

a. Did the Contractor successfully perform on similar contracts with respect to scope and complexity?

b. Did the Contractor maintain continuity of key personnel?

c. Did the Contractor maintain continuity of technical personnel?

d. Did the Contractor maintain continuity of teaming arrangements and subcontractors?

e. Did the Contractor implement controls and systemic improvements to resolve previous or present problems? If so, please provide an example.

2. PRODUCT AND SERVICE QUALITY:

a. Did the Contractor continuously exceed service requirements?

b. Did the Contractor utilize personnel that were appropriate to the effort performed?

c. Did the Contractor comply with technical or functional requirements? If not discuss systemic improvements or actions taken to improve quality.

d. Did the Contractor demonstrate effective management over the effort performed?

e. Did the Contractor demonstrate quality acquisition management (e.g., purchasing system)?

f. Did the Contractor hire and retain a quality overhead support staff?

4. DELIVERY SCHEDULE PERFORMANCE:

a. Were the products and/or services required completed in a timely manner and in accordance with delivery schedules/period of performance of the orders/contract? If not, explain systemic improvement actions taken to correct the problem/s.

b. Was the Contractor was responsive to technical and/or contractual direction?

c. Did the Contractor submit data deliverables on a timely basis? If not, please explain.

d. Did the Contractor submit accurate invoices on a timely basis? If not, please explain.

e. Did the Contractor make timely award to, and demonstrate effective management of its subcontractors?

5. COST/PRICE PERFORMANCE:

a. Did the Contractor estimate and perform efforts within contract costs?

b. Were the Contractor’s rates competitive to market prices for the duration of the order/contract?

c. Did the Contractor demonstrate cost efficiencies in performing the required effort?

d. Did the actual costs/rates realized closely reflect the negotiated costs/rates?

e. Did the Contractor submit accurate and timely cost/price reports?

f. Did the Contractor effectively control indirect costs? If not, explain.

g. If costs were exceeded or prices adjusted, were there systemic improvement actions taken and current controls now in place to prevent future recurrences?

6. SYSTEMIC IMPROVEMENT:

a. Did the Government benefit from the Contractor’s systemic approach to supply quality products/services and did they make continuous improvements to the critical process of the organization.

b. Did the Contractor provide timely and accurate problem tracking, reporting, and maintenance documentation?

c. Did the Contractor cooperate with the Government in providing flexible, proactive, and effective recommended solutions to critical issues?

d. Did the Contractor maintain an open line of communication so that the Government was apprised of technical, cost, and schedule issues?

e. Was the Contractor able to perform with minimal or no direction from the Government?

7. Customer Satisfaction:

a. The products/services provided adequately met the needs of the program.

b. The Contractor was able to perform with minimal or no direction from the COR or the TPOC.

c. I am satisfied with the performance of the Contractor under this effort.

8. Key Personnel:

a. The labor turnover in key personnel labor categories was minimal and did not adversely affect Contractor performance.

b. The Contractor proposed qualified personnel to fulfill the requirements of the contract.
