Proposed Labor Category Functional Area/Tripwire Service Contract Act Proposed Function Description Proposed Education Proposed Experience Date Last Updated Administrative Assistant Admin ‐ $50.00 01020 In addition to secretarial duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll. The Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.

High School diploma or GED. At least one (1) year of experience in a customer and business oriented position. 6/3/2013

Financial Analyst Business ‐ $100.00 Provides financial and/or accounting support to the activity Accounting Department, Budget Department, Financial Systems Department or Business Operations Department, or other organizational support elements and other activities. Performs managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Utilizes Navy ERP to perform financial execution functions. Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations.

BS or BA degree in a Business, Management or "Relevant Technical Discipline" . ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of experience; OR an additional eight (8) years of experience may be substituted for a BS or BA degree.

At least four (4) years financial management experience, two (2) of which must be within DoN. Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR,), PPBE process and two years of DoN procurement policies and procedures.

Personnel Security Specialist Business ‐ $100.00 Assist AIR 7.4, Program Offices and field activities in the determination of position sensitivity and clearance level. Support management of personnel clearance tracking systems and verification of security clearances. Provide data management and support for Personnel Security investigations. Develop, participate in, and/or provide Personnel Security training and awareness.

AS or AA degree. At least two (2) years of experience. Secret clearance required. 6/3/2013

Program Manager, Business Operations and Systems

Business ‐ $100.00 Acts as the overall lead, manager and administrator for the contracted effort. Serves as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues. Overseas contractor personnel program/project operations. Organizes, directs and coordinates the planning and production of all contract and subcontract support activities.

BS or BA degree in Business Administration or other "Relevant Technical Discipline". An AS or AA degree and an additional four (4) years of experience may be substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA/BS.

Engineer/Scientist IV Engineering ‐ $130.00 Performs tasks with little or no guidance. Has demonstrated knowledge in area of engineering expertise. Applies engineering principles to investigate, analyze, plan, and design, develop, implement, test or evaluate military weapons systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. Applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes designs, develops, implements, tests, or evaluates software, components, or systems related to engineering or functional requirements of military weapons systems, associated support systems.

BS or BA degree in a "Relevant Engineering/Science Field" .

Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. Applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes designs, develops, implements, tests, or evaluates software related to engineering or functional requirements of military weapons systems, associated support systems.

MS or MA degree in Engineering, Logistics, Science or a "Relevant Technical Discipline" .

At least ten (10) years of experience in an engineering position, three (3) of which must be directly related to Naval systems. Demonstrated knowledge in area of engineering expertise.

Logistics Engineer, Senior Engineering ‐ $130.00 Directs and coordinates program activities designed to provide subcontractors, management, and customers with logistics technology that ensures effective and economical support concerned for manufacturing or servicing of products, systems, or equipment: Analyzes contractual commitments, customer specifications, design changes, and other data to plan and develop logistic program activities from conceptual stage through life‐cycle of product.

MS or MA degree in Engineering, Logistics, Science or a "Relevant Technical Discipline" .

ALLOWABLE SUBSTITUTION: A BS or BA degree and an additional four (4) years of experience can be substituted for an MS or MA degree.

At least ten (10) years of experience in an engineering or logistics position, three (3) of which must be directly related to Naval systems. Demonstrated knowledge in area of engineering or logistics expertise.

Software Engineer, Senior Engineering ‐ $130.00 Responsible for the detailed design, implementation, and testing of subsystems and system components. A Senior SE is able to build a wide variety of software subsystems and components efficiently and effectively, given only a requirements specification and constraints. A Senior SE is able to develop and sustain these subsystems and software components in complex, multi‐ vendor, multi‐platform environments

BS or BA degree in a "Relevant Engineering/Science Field" .

Information Management and Technology Analyst, Senior

Information Technology ‐ $122.00 Leads the execution of complex tasks. Integrates, plans, coordinates, and facilitates information system related activities such as upgrade of hardware and software, program and system design development of computer networks, and implementation of internet and intranet sites. Assists in the upkeep, maintenance and security of networks. Analyzes the computer and information needs of the organization from an operational and strategic perspective and determines immediate and long‐range personnel and equipment requirements. Ensures the availability, continuity, and security of data and information technology.

Recommends and supports process improvement initiatives.

MS or MA degree in Computer Science, Information Systems or a "Relevant Technical Discipline" . ALLOWABLE SUBSTITUTION: A BS or BA degree and an additional four (4) years of experience can be substituted for an MS or MA degree.

Order Clerk II Logistics ‐ $100.00 01192 This position handles orders that involve making judgments such as choosing which specific product or material from the establishment's product lines will satisfy the customer's needs, or determining the price to be quoted when pricing involves more than merely referring to a price list or making some simple mathematical calculations.

High School diploma or GED; Vocational training commensurate with Department of Labor functional description.

Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
