| Reference | Question | Government Response |
| Brief, Slide 19 | Slide 19 indicates that there will be a SB and LB Pool. Under the SB Pool, will offerors be required to provide an annual re-certification to confirm their SB size? Further, if an offeror is expected to graduate to an LB in FY21, should they submit their proposal under the LB Pool vice the SB Pool? | In accordance with FAR 19.301-1(b), an offeror is required to represent its size and socioeconomic status in writing to the contracting officer at the time of initial offer. Annual re-certification is not required to confirm the offerors SB size. Rerepresentation should be in submitted in accordance with FAR 19.301-2. |
Brief, Slide 19 How many large and small "lot" awardees will be anticipated? The number of awardees is not determined at this time. Awardees will be determined based upon technical acceptability. There is not a pre-determined number restricting the amount of awardees.
Brief, Slide 19 Will the government allow for the use of Joint Ventures or exclusive CTA arrangements for all SOW sections? Yes—team as you deem appropriate.
Brief, Slide 19 What types of task orders will be allowed under this MAC IDIQ (i.e. CPFF, T&M, FFP...)? The Government envisions CPFF & FFP awards; however, this will be determined based on the Task Order (TO) & at the TO level
Slide 19 Since the Government is intending on awarding an IDIQ contract, how will the government evaluate the offerors' LCAT ceiling rates to determine the ceiling rates fair and reasonable? For qualification of the MAC, rates will not be evaluated. The cost realism analysis and evaluation of rate will be performed at the task order level.
SOW 5.0/Slide 19 To qualify for the IDIQ, does the contractor have to show proficiency in all five SOW areas (or just a handful) and do the qualifications have to come from the prime or can it be a combination of the team (if a CTA, JV or subcontractors are permitted)? The prime is required to display capability in all five disciplines either individually or through teaming agreements.
SOW 5.0/Slide 19 Will the five SOW sections be separated into pools and will awards be specific to pools (similar to the GSA OASIS IDIQ)? No, the Government is seeking an integrated approach to align with the new organizational structure.
Slide 19 On slide 19, if Small business percentages are "set as a goal vice requirement", why would this be considered a non-performance requirement if not met as reflected on Slide 23? Please clarify. A small business subcontracting plan shall be submitted by all other than small businesses with the proposal and the approved plan will be incorporated at the IDIQ level. The Government is reviewing the topic of SB goal vs. requirement and is seeking industry's comments. The decision on how this will be implemented will be addressed when the Draft RFP is released.
SOW 12.0/Slide 19 Will there be any key personnel required at the IDIQ level or at the TO level? Yes, key personnel required at the IDIQ & Task Order level.
Slide 20 Please identify the incumbents and specific task orders (if applicable) for the 14 CSS contracts The Government will provide and post this information on Beta.SAM.gov under this announcement.

Slide 23 On slide 23 - Please explain the non-performance requirement of “Must submit at least one proposal for all its pools combined”- does that mean the Prime IDIQ holder would have to submit at least 1 compliant proposal that covers all five SOW parts? Or, does that mean the Prime IDIQ holder would have to submit at least five compliant proposals that cover each of the five SOW parts? After MAC qualification, the MAC holder is required to submit a minimum of one (1) proposal within the first 24 months.
Brief, Slide 20 Slide 20 lists the 14 contracts that are anticipated to transition to the SE MAC. Will these contracts remain active until the end of their current period of performande and then transition to the SE MAC? The Government is monitoring existing Contracts and Task Orders and will make determinations on a case by case basis.
| Brief, Slide 24 | Slide 24 indicates a 2.5-5 month process for a TO award. Will the Government have the option to award sole source task orders to accommodate immediate requirements? | Orders under the MAC IDIQ will be issued in accordance with FAR 16.505(b). Fair opportunity will be given for orders over $3,500 unless an exception at 16.505(b)(2) applies. The exceptions are as follows: |
| The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. | ||
| Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. | ||
| The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. | ||
| It is necessary to place an order to satisfy a minimum guarantee. | ||
| For orders exceeding the simplified acquisition threshold, a statute expressly authorizes or requires that the purchase be made from a specified source. | ||
| In accordance with section 1331 of Public Law 111-240 (15 U.S.C. 644(r)), contracting officers may, at their discretion, set aside orders for any of the small business concerns identified in 19.000(a)(3). When setting aside orders for small business concerns, the specific small business program eligibility requirements identified in part 19 apply. | ||
| It is our intent to provide fair opportunity to the maximum extent however, reserve the right to issue orders in accordance with the FAR exceptions, if properly justified. |

General We note the NAICS code is 541330, which has a $16.5M size standard. Will the Government consider utilizing one of the exceptions for 541330, which would expand the size standard to $41.5M, thereby allowing seasoned small businesses to bid on this opportunity? Yes, it is the Government’s intent to utilize the exception “Military and Aerospace Equipment and Military Weapons” for NAICS 541330 with an associated size standard of $41.5M.

In other words, how soon after award of the MAC does the gov't expect to award the first TO, even if it's just a best guess at this point? The Government envisions issuing the first TO concurrent with award of MAC. The Government is in the process of determining the requirements for the first TO.
General This MAC is replacing SeaPort for LKE? Is that a fair description of the effort? No, this approach is for this set of requirements.
General Can you provide details on Section L and M as it relates to the final RFP? General What is the end date to submit bid? When the RFP is released, it will include the required due date for the proposal.
General What is the duration of the contract with follow ons? This is a five (5) year IDIQ with two (2) additional - one (1) year Option periods
General What is the funding allocation for the bid for each period of performance? The funding allocation is dependent upon TO requirements.
General Regarding FMS, it sounded lke they may still be managed at competency level or will they be included in TOs under platform/product level? They are included in the branch/Program/Product/Platform efforts.
General Do you foresee a lot of existing work being pulled and solicited under this contract vehicle i.e. "F-35 Lightning II Program?" The MAC IDIQs are being put in place as a tool for TOs and requirements that align with the five (5) functional areas in the Statement of Work (SOW) that support our mission.

General The Government has identified 14 incumbent Tos. At Industry Day, the Government stated that follow-on Tos would be awarded either at the division or branch level in all functional areas. Would this mean that, for instance, the follow-on PSS contract or logistics TOs would be combined with their functional areas but then essentially separated by division or branch? For example, there would be one (1) TO for PSS, FMS, ILS, FM, and Engineering for PEO(A) PSE? What happens to the work on incumbent TOs that are not covered under the SE Department? The Government intent is to award the majority of task orders at the branch and/or platform level integrating program management, engineering, logistics, financial management and FMS functions under one task order. The work on incumbent task orders that are not functions of the SE Department will continue to be monitored by the Government. The Departments that have cognizance over the functions that do not fall under the SE Department have or will have contracts to support that specific tasking. The SE Department MAC IDIQ has the capability to support, but is not the primary vehicle.
