Question:

In Section 4.1 – Proposal Submission of the RFP document, the Government indicates that offerors are to submit both a hard copy and electronic copy of their proposal. However, in Section 4.2 – Proposal Packaging, it states the following: “Each Box should identify its contents by including a packing slip detailing items contained within. Each carton should be double wrapped. Electronic submission of proposal documents is acceptable.” We would request a clarification regarding the statement “Electronic submission of proposal documents is acceptable.” Does the Government in fact require a hard copy submission of the proposal or is just an electronic submission acceptable?

Answer:

The Government requires a hard copy submission of the proposal. Section 4.2 will be amended.
