M-1 EVALUATION FACTORS FOR AWARD

PART A: GENERAL INFORMATION

1.0 GENERAL

Award of the contract resulting from this solicitation will be made to the responsible Offeror whose proposal is technically acceptable, in full compliance to all other requirements set forth in the solicitation, and the lowest price. Award will be made on the basis of the lowest evaluated price of proposals meeting the technical acceptability standards.

2.0 EVALUATION PROCESS

The Government intends to evaluate each proposal and award a contract without discussions to the responsible Offeror whose offer, conforming to the solicitation, provides the lowest price to the Government. Therefore, Offeror’s are cautioned that their initial offer should contain the Offeror’s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be in the best interest of the Government. If a competitive range is established, the Government may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The Government may use other information other than that provided by the Offeror in its evaluation.

Non-compliance with the terms, conditions, or requirements set forth in the solicitation will be considered “unacceptable”. The Government may consider any exception or deviation to any term or condition of the RFP that is not expressly authorized by the RFP to be rated as “unacceptable”. Additionally, any approach that relies on Government resources or operations (e.g. Government Furnished Property, Government Furnished Equipment, Government personnel/actions, Government Concept of Operation changes, etc) in order to comply with a requirement, unless otherwise allowed, may be considered “unacceptable”. A proposal assessed with an “unacceptable” will make the offer ineligible for award.

3.0 EVALUATION FACTORS FOR AWARD

A. Technical All factors and testing results listed herein must be adjudicated by a third party agency which has been accredited by the Government (See section L for a list of accredited testing facilities). Certification of third party accreditation must be furnished to the Government with proposal submission.

· Technical Design

· Certification

B. Price

All of the elements under the evaluation factors must be addressed and will be evaluated as part of the factor.

The proposal must demonstrate to the Government’s satisfaction that the Offeror will provide a program that will ensure the successful accomplishment of the solicitation requirements and overall program objectives. Proposal information provided for one factor may be used to assess other factors if the Government deems it appropriate.

PART B: SPECIFIC INFORMATION

1.0 TECHNICAL

The Government will evaluate the proposal to determine the Offeror's understanding of, approach to, and ability to meet the solicitation requirements. The Government will assess the Offeror’s Technical Proposal with respect to its compliance with the solicitation requirements.

The following factors shall be used to evaluate offers:

a. Technical Design: Technical acceptability (pass/fail) for the following requirements:

1. Ballistic Protection – The BPS shall stop multiple impacts of 3 rounds in an 8 inch triangular pattern of 7.62x54Rmm LPS (mild steel core) with an impact velocity of 2,560 ft/s (+/- 75 ft/s) at 0° obliquity to the normal without complete penetration of the round through the material with 80% probability and 80% confidence. Additionally, the BPS shall stop 2 consecutive impacts (within 2 total shots) of 7.62x54Rmm LPS (mild steel core) at 2,560 ft/s (+/- 75 ft/s) at 25° obliquity to the normal without complete penetration.

2. Maximum Thickness – The BPS shall have a maximum thickness of 0.63 inches.

3. Areal Density – The installed ballistic protection system shall weigh less than 3.2lbs per square foot.

4. Human Systems – The complete BPS shall be installed by two maintainers or aircrew within three hours. The installation of the BPS shall not require any special tools. Special tools are defined as any tool that is not readily available to maintenance personnel. See sections 2, Maintenance Box, and 6, Flight Control Maintenance Box, of the Aircraft Tool Control Manual Navy and Marine Corps Model V-22, 17-1V22-1, for the list of available tools.

5. Ballistic Impact Loading – The BPS and its attachments shall demonstrate adequate structural retention capability (i.e. positive margin of safety_ when subject to ballistic impacts. Attaching hardware may yield under ballistic loads, but no deformation or loss of load carrying capability shall occur in supporting aircraft structure.

6. Loads and Dynamics – The BPS and its attachments shall demonstrate adequate structural retention capability (i.e. positive margin of safety) when subject to the following ultimate flight load factors, applied separately: +/- 2.3G Forward/Aft, +/- 8G Down/Up, and +/- 2.2G Lateral. The BPS and its attachments shall continue to demonstrate adequate structural retention capability when subject to a local loading capability for a 50 psi limit load applied to a single 0.5 ft2 area within any 6ft2 area when subjected to downward forces resulting from applications of design flight and landing load factors, including the effects of rotational accelerations, at each cargo station. The BPS shall maintain a minimum of +/- 10% separation from the frequencies of forcing phenomena associated with the V-22 rotor system provided in Table 1, Section 3.5.5 in Appendix B of the SOW.

7. Fluid Resistance – The BPS shall retain structural and ballistic performance characteristics, as dictated by Section 3.6 in Appendix B of the SOW following extended immersion in jet fuel, hydraulic fluid, lubricating oil, distilled water, aircraft cleaner and isopropyl alcohol after 24 hour exposure at the following temperatures:

i. Jet Fuel – MIL-T-5624 (JP-5) at 75 °F +/-5 °F

ii. Hydraulic Fluid – (per MIL-PRF-83282D (1)) 140°F +/-5 °F.

iii. Hydraulic Fluid – (per MIL-PRF-5606H) 140°F +/- 5 °F.

iv. Lubricating Oil – (per MIL-PRF-7808 Grade 3) 160°F +/-5 °F.

v. Lubricating Oil – (per MIL-PRF-23699F) 160°F +/-5 °F.

vi. Distilled Water – (per ASTM D1193 Type III) 160°F +/-5 °F.

vii. Aircraft Cleaner – (per MIL-PRF-85570D) 75°F +/-5 °F.

viii. Isopropyl Alcohol – (per ASTM D770) 75 °F +/-5°F.

8. Finishes/Coatings – Finishes and protective coatings shall be in accordance with MIL-STD-7179 and the V-22 Finish Specification 901-947-002.

9. Systems Engineering - The proposal shall describe the offeror's approach for maintaining control of the systems engineering process to fulfill the Government's requirements and timeline and demonstrate the offeror's approach for successful and timely SRR and PRR.

10. Schedule – The offeror shall provide a detailed description of its ability to meet the schedule and timeline identified in Section F of the solicitation.

11. Production/Manufacturing – The offeror shall describe in detail its strategy/ability to manufacture BPS systems of consistent and repeatable quality over the period of performance. The offeror should advise the government of existing quality management accreditations achieved.

12. Logistics Support Products – The offeror shall describe with empirical detail it’s capability to provide timely logistics support data as outlined in paragraph 8.0 of the SOW and in Contract Data Requirements Lists within Exhibit A.Certification

b. Certification: The Government will evaluate the Offeror’s technical proposal to ensure the Offeror provided test results from one of the nine Test Facilities provided in Section L.

Failure to address part or parts of the technical factor caused by a lack of information may be assessed as “unacceptable”. Offeror’s are advised that during the evaluation process, a Technical Rating of “unacceptable” is considered unawardable and may result in the entire proposal being found unacceptable and eliminated from the competition.

2.0 PRICE

The FFP CLINs/SLINs will be evaluated for reasonableness and to determine if the CLINs contain no material imbalances.

In its evaluation, the Government may use commercial published data, same or similar DoD contracts, Government estimates, industry standards, field pricing reports, or other information as deemed appropriate by the Government. In addition, adjustments will be made for evaluation purposes to include all Government costs required to accomplish the Offeror’s proposed approach with the exception of those costs to the Government that are equal across all Offeror’s (e.g., additional Government Property (as defined in FAR Part 45) required by the Offeror to implement its approach).

Total Evaluated Price The evaluation will not bind the Government to purchase any CLINs beyond the specified minimums contained in clause 52.216-22, Indefinite Quantity and 5252.216-9506, Minimum and Maximum Quantities. The total evaluated price will be the sum of the total five year Indefinite Delivery Indefinite Quantity CLINs/SLINs amounts and Costs to the Government except where equal across offers.

Total Evaluated Price is defined as the following:

1. The sum Firm Fixed Price (FFP) CLINs/SLINs.

2. Costs to the Government (e.g., additional Government Property required by the Offeror to implement its approach). These costs include all Government costs required to accomplish the Offeror’s proposed approach with the exception of those costs to the Government that are equal across all Offeror’s.

3.0 DEFINITIONS

The definitions below will be used by the Government when assessing solicitation compliance and the expected results on the Offeror's proposed approach.

4.0 EVALUATION RATINGS
