QUESTIONS & GOV RESPONSES

1) On the Title page of the drawings there is “HAZARDOUS MATERIAL NOTES” lock that directs the awarded contractor to conduct a survey of the work site prior to the start of renovation activities. This survey is to be performed by “a licensed, certified, accredited inspector…” Kelly Construction Services, (KCS), respectfully points out that this activity, post-award, will significantly cut into the 180 day duration that the NAVY has scheduled for this project. KCS anticipates the submittal and review/approval process of the awardee’s specialist to take time. The survey itself will consume many days. The waiting for the test results will take time. Worst case there is ACM identified so KCS will need a an RFP from NAVY and time to develop and respond with a PCO. Next, time will be mounting up with the required 10 Day Notification to the DEP. Time accumulates further with the execution of the work and then the testing for Clean Air. The pre-solicitation notice details prior construction of this area to be 1996.

KCS notes that this time-frame is well into the transition period of ACM awareness and prohibition of the use of

ACM, however it certainly doesn’t preclude the prohibitions were enforced.

GOV RESPONSE: Yes, the contrcator shall provide the Hazardous Material analysis as defined in the Contract

Documents. This scope is within the limits of this Contract.

2) There appears to be some conflicting scope between the drawings:

Sheet 4 shows the ceiling been removed at Lobby 102 and at C1 Corridor, but not at Entry 102.

Sheet 17 doesn’t show the existing lighting in these spaces being removed. Please confirm that the ceiling light fixtures in Entry 102, Lobby 102 and C1 Corridor are existing to remain.

GOV RESPONSE: There is no conflicting scope.

• The demolition of the ceiling in Entry 102 is outside the scope of this project.

• As indicated on sheet 17, the light fixtures in Entry 102 are to remain, most light fixtures in lobby

102 are to remain but some are to be removed, and 1 light in corridor C1 is to be removed.

• Sheet 19 shows the locations of new light fixtures.

3) Page 5, Floor Plan, of the drawing set notes that “Vestibule Constructed by Others” and “Building Addition

Constructed by Others” implies a potential delay in this project’s awardee being able to mobilize and start-up. The

Solicitation informs the bidders that they must hold their proposal prices for 90 days. Three months from Bid Due

Date of 12AUG would be 12NOV. Is it fair to presume during the offerors’ bid prep that the work site will be ready for the awardee to take control of the site and be responsible for Safety and use by the building’s user group? Has the other activity with the new building entrance begun? Contract awarded, submittals approved, curtain walls in queue for manufacture and delivery, etc.?

GOV RESPONSE: The awardee will have access and control of the site. If the Government causes any project delay, the Government will accommodate the awardee with a mutually agreed upon schedule extension, at no additional cost to the awardee. The work to be performed by others has not yet been established, and the awardee shall presume no other work will be performed outside of this project scope.

4) Please provide the type of ceiling construction/assembly in 105UTIL and 102REST

N6660420Q8489

GOV RESPONSE: The ceiling construction in rooms 105UTIL and 162REST are 2’x 4’ T-Bar suspended ceiling tiles.
